King county Road Services Division is looking for a Capital Project Manager to lead and support the planning, design, review and delivery of roads facilities capital projects valued at up to $5 million (combined). Projects may include repairs to buildings, construction of auxiliary structures, or other projects related to facilities. This position will manage all phases of project development, from scoping through implementation, while coordinating multidisciplinary teams and ensuring projects are delivered on time, within budget, and in alignment with County standards. Job Duties

Applying equity, racial, and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

  • Manage and support the planning, design, review and delivery of road facilities capital projects at up to $5 million (combined), while leading multidisciplinary teams.
  • Develop and manage project scopes, schedules, and budgets.
  • Review and interpret design drawings, specifications, maps, reports or other technical documents to guide project decisions.
  • Manage multiple concurrent projects, applying strong organizational and time management skills.
  • Identify and scope technical studies and data collection needs, prepare consultant work orders, and oversee studies completed by in-house resources.
  • Coordinate stakeholder outreach with communication specialists for assigned projects. This involves informing internal customers about projects and often soliciting feedback from project stakeholders and strategizing on how to advance community needs/interests with the scope of the project.
  • Develop and prepare clear, concise and accurate project documentation in support of King County initiatives.
  • Review and develop standards for Facilities designs, project management procedures, and processes.
  • Provide leadership, mentorship and direction to junior staff fostering skill development.
  • Engage in continuous learning to advance technical and managerial skills, demonstrating adaptability, receptiveness to feedback, and a commitment to high performance.

Experience, Qualifications, Knowledge, Skills

  • Bachelor's degree in Civil Engineering, Construction Management, Architecture, Public Administration, or a closely related field; OR demonstrated comparable experience that provides a fundamental understanding of a technical discipline such as engineering, architecture, landscape architecture, environmental science or facilities operations resource management.
  • Experience managing public infrastructure projects (roads, facilities, or transportation).
  • Demonstrated experience independently developing/managing project scope, schedule, and budget.
  • Experience leading multidisciplinary teams through planning, design, and implementation phases of capital projects.
  • Experience that demonstrates proficiency and a high degree of skill in their technical discipline.
  • Ability to read and interpret design drawings, specifications, technical maps, reports and other technical documents.
  • Proficiency in project management tools, Microsoft Office Suite products (Word, Excel, Project, Share Point, PowerPoint), and design software such as AutoCAD, Bluebeam, AutoCAD or similar.
  • Demonstrated ability in preparing basic maps and visuals to communicate technical or project information using tools such as aerial photos, GIS software, schematic diagrams or other visual aids.
  • Demonstrated ability in successfully managing multiple projects simultaneously, while producing high quality deliverables in a timely manner.
  • Possess strong time management and decision making skills.
  • Strong written and verbal communication skills with the ability to prepare project documentation and present information clearly to both technical and non-technical audiences.
  • Knowledge of leadership principles, with demonstrated ability to mentor, direct and support junior staff.
  • Is committed to prioritizing and ensuring equity and social justice are at the forefront of your daily work; Demonstrates behaviors that include fairness, respect, and inclusiveness.

DESIRED QUALIFICATIONS:

  • License or certificate in your technical discipline.
  • Project Management Professional (PMP) certification or equivalent training.

NECESSARY REQUIREMENTS:

  • A valid Washington State Driver's License (or the ability to obtain one upon hire), or ability to travel in a timely manner to various locations including sites which may not be served by public transportation.

WORK SCHEDULE:

The work week is normally Monday through Friday, 7:00 a.m. to 3:30 p.m., but may at times require work outside of normal business hours. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.

EMERGENCY DESIGNATION STATUS:

Non-Mission Critical: Employees who staff county functions or services that may be delayed, suspended, or diverted in an emergency while essential functions are prioritized Mission Critical.

TELEWORKING REQUIREMENT:

This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and attending meetings as needed. The responsibilities of this position will include regular and ongoing in-office work.

Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.?
