Job Description:

Parsons is seeking a dynamic and experienced Principal Construction Manager to lead and grow our construction services team, focusing on the administration and oversight of construction projects for highway and municipal infrastructure across British Columbia. This senior-level role offers the opportunity to oversee complex, multi-year projects, manage budgets, develop contracts, and ensure compliance with quality and safety standards.

What You'll Be Doing:

  • Leadership and Team Development:

    Build, mentor, and lead a high-performing construction services team.

    Foster a culture of collaboration, innovation, and accountability.

    Provide coaching, performance management, and professional development opportunities for team members.

    Supervise and lead multi-disciplinary working groups to achieve project goals.

  • Construction Administration and Oversight:

    Oversee the administration and management of construction contracts on behalf of clients, including government agencies and municipalities.

    Ensure construction projects are delivered safely, on time, within budget, and to the highest quality standards.

    Develop and implement quality management programs, including audits and inspections.

    Address technical issues, disputes, and claims with contractors and stakeholders.

    Monitor contractor performance and ensure compliance with contract specifications and regulatory standards.

  • Stakeholder Engagement and Business Development:

    Build and maintain relationships with government agencies, municipal clients, contractors, consultants, and the public.

    Actively participate in business development efforts, including identifying opportunities, pursuing new contracts, and expanding Parsons presence in the region.

    Lead or contribute to the preparation of proposals, bids, and presentations for new projects, ensuring alignment with client needs and Parsons strategic goals.

    Act as Parsons technical representative in discussions with stakeholders, including during proposal negotiations and contract finalization.

  • Fiscal and Contract Management:

    Manage multi-million-dollar budgets, including estimating, tracking, and forecasting costs.

    Negotiate contracts and resolve disputes with contractors and stakeholders.

    Ensure cost control measures are implemented effectively.

  • Technical Expertise:

    Provide technical guidance on construction methods, geotechnical testing, and design revisions.

    Interpret engineering drawings, specifications, and technical manuals.

    Utilize advanced software tools (e.g., AutoCAD/Civil 3D, Microsoft Office Suite) for project planning and execution.

  • Safety and Compliance:

    Ensure compliance with safety regulations, including Workers Compensation Act standards.

    Develop site-specific safety plans and traffic management procedures.

What Required Skills You'll Bring:

  • Education :Degree in Civil Engineering, Construction Management, or a related field, with 15+ years of experience in construction administration and management, OR

    Grade 12 with additional construction-related courses and 15+ years of directly related experience in highway construction or municipal infrastructure.

  • Certifications : MMCD Contract Administrator (CA) Certification is highly advantageous, especially for municipal clients.

    Valid Class 5 Motor Vehicle License.

    Completion of a Quality Management Systems Auditor course and a safety supervision certificate.

  • Experience : Minimum 15 years of experience leading teams in construction administration for highway or municipal infrastructure projects.

    Significant experience managing multi-million-dollar budgets and contracts.

    Proven ability to resolve complex contract issues and claims.

    Experience negotiating and interpreting specifications and contract documents.

  • Skills and Abilities : Strong leadership and team-building skills.

    Excellent oral and written communication skills.

    Proficient in AutoCAD/Civil 3D, Microsoft Word, Excel, and Outlook.

    Expertise in quality management systems and auditing.

    Ability to manage within approved budgets and resources.

    Ability to work independently and in a team environment.

Salary Range:
