Work involves the independent performance of complex engineering duties associated with the planning, location, construction, maintenance, and operation of streets, brides, storm or sanitary sewers, buildings, water distribution, other public works projects or materials testing and research. Supervision is normally exercised over engineers, technicians and inspectors. Assignments are received in terms of desired results for which well-established guidelines are not always available.
- Directs and oversees a city wide Capital Improvement Program from an upper management level
- Responsible for seeking out sources, preparing, and overseeing the preparation of outside funding applications from various agencies
- Coordinate with various outside local, state, and federal agencies to plan, design, and construct a wide variety of capital projects
- Act as individual of responsible charge for Ohio Department of Transportation Local Participating Agency (LPA) projects on behalf of the City of Youngstown
- Supervise, oversee the design of, and act as Engineer of Record for in house Non Complex Roadway Design, as well as various public work projects including basic, sanitary and or storm replacement projects
- prepare or approve construction estimates certifying that all labor and materials, equipment expended in the project meets the plans and specifications for the project
- provides oversight for city inspectors, consultants, and contractors
- Provide project management for all capital projects or manages consultant services for the same
- Is responsible for investigating various complaints that may be referred to the Department of Public Works regarding public infrastructure and to make recommendations and estimates for the resolution of the same
- Provide guidance and engineering oversight for activities with other operating department as necessary to conduct maintenance operations as needed in relation to public works projects, or emergency repairs.
- Is responsible for furnishing supervision, guidance and direction to the City of Youngstown operating departments in the performance of their construction and maintenance objectives
- As required, review and approve private development engineering and public works plans, drawings and plans for conformance with current standards
- Work directly with private developers, architects, and engineers to ensure conformance with current design ordinances, codes, and regulations as it relates to the City of Youngstown interests
- Initial review and approval of change orders, field order directives, and other justification necessary to support project changes
- Performs related work as required and directed
State of Ohio Professional Engineer License is required. Graduation from a four -year college or university with major courses in civil engineering and considerable experience in the appropriate engineering specialty. Three (3) years experience in public works administration. Three (3) years experience in public construction contract administration. Ability to prepare, interpret and utilize civil engineering plans, maps specifications, contract documents, details and shop drawings and reports. Considerable knowledge of surveying. Considerable knowledge of engineering principles and practices applied in the planning, location, design, construction or maintenance of public works projects. All candidates for employment with the City of Youngstown must be a resident of Mahoning County or an Ohio County that is adjacent to Mahoning County at time of hire.

- As provided for in Youngstown City Ordinance ORD-11-244 and in accordance with the City of Youngstown Charter, Section 52 (E) any candidate who is a bona fide resident of the City of Youngstown for at least one year immediately prior to an entry level examination and remains a resident citizen of the City of Youngstown throughout the selection process, as determined by the Civil Service Commission, at the time of filing his or her application for examination, shall, if a passing grade is attained, have a credit of fifteen percent (15%) added to his or her raw score.
