ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville positions require employees to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:

  • Provide project management for ongoing drainage projects including consultant management, record keeping, tracking expenses, and scheduling.
  • Review development plans for conformance with design standards, ordinances, and other City stormwater and floodplain requirements as assigned. Coordinate reviews with other departments, utility companies, and outside agencies.
  • Serve as the City's Floodplain Administrator or assist the City's Floodplain Administrator with duties as required, including the Community Rating System.
  • Assist in ensuring compliance with the City's Municipal Separate Stormwater System (MS4) program.
  • Address complaints and/or violations associated with the Unified Development Code (UDC).
  • Perform research for materials, specifications, and details for products and methods used in design projects.
  • Investigate complaints from citizens regarding City infrastructure and requests for assistance. Coordinate with other City departments in resolving complaints and problems.
  • Prepare and deliver presentations and reports at public meetings including but not limited to Planning Commission, City Council, or City Council Committees when assigned.
  • Assist supervisor with special projects as assigned. Draft updates to City Code and/or City standards and manuals. Prepare Master Plan Updates for drainage programs.
  • Assist engineers, contractors, builders, governmental agencies and others with requests for design criteria and standards, construction details and City requirements for public works facilities.
  • Attend staff meetings and other meetings with engineers, surveyors and land agents as required.
  • Perform other duties as assigned.
  • Serve as a backup to conduct onsite inspections of public and private construction projects to ensure compliance with state and local stormwater regulations.
  • Perform secondary duties as assigned.
  • Bachelor's degree from an accredited college or university in engineering, landscape architecture, environmental science, or related field with four years of related experience, including at least two years managing design and construction projects in municipal and utility construction or similar project classifications.
  • Must possess a valid Driver's License.
  • Possess Certified Floodplain Manager status or have the ability to obtain this certification within one year of date of hire.
  • Effectively communicate with others orally and in writing.
  • Ability to make effective and persuasive speeches and presentations on controversial or complex topics to management, public groups and/or boards of directors.
  • Must be proficient in the use of a computer including Bluebeam and Microsoft 365. Must be able to become proficient in the City's permitting and inspections system, enterprise asset management (EAM) system, and learn to navigate the financial system. Experience with engineering computer programs for design of drainage, streets and water is desirable.
  • While performing the functions of this job, the employee is regularly required to talk and hear. The employee frequently is required to stand, walk and sit, use hands to finger, handle, or feel, reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds. While performing the functions of this job, the employee is occasionally exposed to moving mechanical parts and outside weather conditions.
  • Must be able to walk over rough terrain, pre-construction, and construction sites and excavated areas.
