Lift Stations Superintendent

This position directs the operations and maintenance of the Citys lift stations.
MAJOR DUTIES- Manages the inspection, maintenance, and repair of wastewater lift stations and emergency support equipment to prevent sanitary sewer overflow and to maintain proper efficiencies and reliability.
- Schedules inspection and testing for all lift stations and maintains records of this work.
- Monitors SCADA telemetry system.
- Supervises and directs the activities of assigned staff; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains, and develops employees in the accomplishment of their duties and professional growth; evaluates performance.
- Maintains work order tracking system.
- Enters data related to lift station operations.
- Plans and organizes bypass pumping projects.
- Supervises the maintenance of appropriate inventory of parts and supplies needed to timely maintain and repair the equipment and facilities.
- Reviews and approves employee payroll records.
- Manages employee on-call schedules. Coordinates and manages emergency responses to critical situations.
- Manages the location and acquisition of parts and equipment.
- Presents information and responds to questions and concerns from upper management, team members, vendors, and the public.
- Organizes and directs all emergency preparation, operation, and demobilization efforts related to lift station operations.
- Coordinates the calibration of equipment.
- Ensures compliance with applicable city, state, and federal safety policies and regulations.
- Remains informed of current developments in the field.
- Participates in the preparation and administration of assigned unit budget, submits budget recommendations, and monitors expenditures.
- Performs related duties.
MINIMUM QUALIFICATIONS
- High school diploma or GED.
- Five years of progressively responsible related experience, particularly in lift stations.
- Two years of lead worker or supervisory experience.
- Possession of or the ability to obtain a FW&PCOA Wastewater Collection Technician Class A certification, including previous possession of or equivalent for at least two years.
- Possession of or ability to obtain a valid drivers license issued by the State of Florida for the type of vehicle or equipment operated.
- Equivalent combinations of education and experience may be considered.
- Knowledge of wastewater collection system operation and maintenance principles.
- Knowledge of lift station inspection, repair, and maintenance principles.
- Knowledge of the hazards inherent to sewer maintenance work and the safety measures used to mitigate those hazards.
- Knowledge of relevant federal, state, and local regulations.
- Knowledge of the tools and equipment used in the maintenance of lift station equipment.
- Knowledge of the SCADA system.
- Knowledge of computers and job-related software programs.
- Skill in the analysis of problems and the development and implementation of solutions.
- Skill in training and supervision of personnel.
- Skill in planning, prioritizing work, and meeting deadlines.
- Skill in the use of standard office equipment, computer equipment and software, including SCADA, MS Office.
- Skill in managing files and records.
- Skill in the use of lift station maintenance tools and equipment.
- Skill in the preparation of clear and precise administrative reports.
- Skill in oral and written communication.
- Ability to solve problems that arise.
- Ability to establish and maintain effective working relationships.
SUPERVISORY CONTROLS
The Utilities Director assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the results.
GUIDELINES
Guidelines include safety codes, relevant government regulations, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied supervisory and technical duties. The number of lift stations to be managed contributes to the complexity of the position.
- The purpose of this position is to supervise and participate in the repair and maintenance of wastewater lift stations. Successful performance contributes to the efficiency and effectiveness of department operations.

- Contacts are typically with co-workers, other city personnel, contractors, vendors, and public.
- Contacts are typically to exchange information, resolve problems, motivate people, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- While performing the essential duties of this job, the employee is required to talk, hear, see, stand, walk, reach, kneel, twist, finger, grasp, bend, crouch, stoop, and perform repetitive motions. The employee frequently lifts light and heavy objects, climbs ladders, distinguishes between shades of color, and utilizes the sense of smell.
- The work is typically performed in an office and outdoors, occasionally in cold, extreme heat, or inclement weather. The employee is exposed to dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, and dangerous gases. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Lift Station Supervisor and Lift Station Mechanic.
