Civil Engineer I - Highway Department
Salary Range: $77,066.90 - $84,802.43 annually
Schedule: Monday through Friday 7:30am to 4:00pm (40 hours/week)
Location: Bloomington, IL

The McLean County Highway Department is looking for a Civil Engineer I to help design, inspect, and oversee road, bridge, and drainage construction and maintenance projects. What You'll Do:
- Serve as project engineer for highway, bridge, and drainage construction and maintenance projects.
- Design engineering plans and specifications, conduct site surveys, and prepare cost estimates.
- Oversee project inspections to ensure compliance with Illinois Department of Transportation (IDOT) standards and county policies.
- Assist the Building and Zoning Department in reviewing plans for proposed developments.
- Provide technical guidance to construction crews and ensure quality control on projects.
- Prepare bid documents, coordinate contractor work, and approve project payments.
- Conduct materials inspections and assess infrastructure for necessary repairs.
- Work closely with local agencies, contractors, and community stakeholders to support infrastructure improvements.
What We're Looking For:
Education & Experience: Bachelor's Degree in Civil Engineering and 0-4 years of experience in highway/road design, construction, and inspection (or an equivalent combination of education and experience).
Skills & Abilities:
- Strong knowledge of civil engineering principles, road construction, and infrastructure maintenance.
- Ability to read and interpret construction plans, specifications, and blueprints.
- Proficiency in surveying, computerized drafting, and engineering software.
- Experience with Microsoft Word, Excel, and PowerPoint.
- Strong problem-solving skills and attention to detail.
- Ability to manage multiple projects and meet deadlines.
- Excellent verbal and written communication skills.
- Ability to work outdoors in various weather conditions and on rough terrain.
Required Certifications & Licenses:
Valid Illinois Driver's License.
Possession of or ability to obtain an Engineer-in-Training (E.I.T.) Certification.

The McLean County Highway Department maintains 366 miles of County highway, second only to Cook County in Illinois. In addition to the County roads, the County Highway Department helps the 30 area Townships with their 1,539 miles of roadway.
Besides these roads, McLean County has 89 bridges and the Townships have 247 bridges over 20 feet in length that the department inspects biannually. The department supervises the design and replacement of 1-2 bridges each year. We also design and construct joint township and village culvert projects.
The department also provides engineering services and administers the 30 Townships' Motor Fuel Tax and Township Bridge Program funds.
