Technical/administrative work monitoring and coordinating federal/state/grant-funded capital improvement, community development, and housing construction programs/projects. Prepares and communicates detailed informative written and verbal information to local officials, project owners, funding beneficiaries, and regulatory agencies. Prepares and presents detailed reports, and technical and regulatory information. Coordinates projects with construction professionals and stakeholders. Reviews, approves, and monitors construction documentation and prepares/reviews project files for compliance. Researches/evaluates property and ownership records. Prepares rehabilitation project feasibility reports, cost estimates, bid specifications, and bid advertisements. Reviews and approves work proposals, bid submittals, change orders, pay applications and reimbursements. Prepares/reviews contracts/agreements. Monitors projects through inspections/site visits; reviews project documentation in accordance with Department procedures; provides regulatory technical assistance. Work is performed with independence on routine matters within the scope of established policies and procedures. Supervision and direction is received from Project Coordinator II, Project and Program Manager, and Division Director. Work performance is reviewed through conferences, reports, and meetings.
QUALIFICATIONS:
Bachelor's Degree in Construction, Architecture, Engineering, or related field; minimum of two (2) years of direct work experience on federal/state/grant-funded construction projects including landscaping/site preparation, housing/community development, infrastructure/capital improvement, or housing/building codes. Equivalencies: Unrelated Bachelor's Degree and three (3) years of related experience OR graduation from high school or an equivalent recognized certification and six (6) years of related experience.
PREFERENCE FOR EXPERIENCE IN/WITH: Coordinating federal/state/grant-funded construction and capital improvement projects; related project monitoring and administration; interpreting construction contracts/plans/specifications capital improvement, community development and multi-family housing projects; Davis-Bacon worker interviews and certified payroll review. Also desirable: Licensed Division 1 Contractor; related Master's degree.
Valid Florida Driver's License and PBC Risk Management Department driving history approval prior to appointment.
