Property and Acquisition Specialist 3 (PAS3)**

**Work Hours and Partial Telework flexibility may be available and considered**

**Salary: $4,865.00 - $6,539.00 Monthly**

**Responsibilities:**

- - - Build and maintain professional working relationships.

- Manage Rivers Districts' aquatic lease agreements throughout Central Washington.

- Initial review and analysis of use authorizations. Evaluation of the proposed use for feasibility, in the best interest of the State, and consistent with Washington State laws, regulations, and policies.

- Evaluate land ownership and existing encumbrances.

- Clear and effective communication with internal and external partners, governmental agencies, Tribes, and the general public.

- Work with applicants to negotiate all terms of the use authorization agreement of state-owned aquatics lands within applicable RCWs and guidelines.

- Serve as a point of contact for Region/Division staff, business partners, and the public concerning state-owned aquatic lands.

- Determine rental amounts.

- Prepare the use authorization agreement and associated exhibits.

- Ensure applicants have secured all required permits, surveys, and reports, and they meet department guidelines.

- Review and comment on project designs, develop Resource Management plans, and consult with program specialists.

- Complete SEPA evaluations.

- Determine best management practices and environmental conservation measures.

- Conduct field work, including site inspections, compliance checks, drone and vessel operations, and other related duties.

- Investigate reports of unauthorized uses of state-owned aquatic lands.

- Participate in water body management planning, restoration, and mitigation.

- Manage and organize lease files.

**Required Qualifications: **

- - Bachelor's degree involving major study in business or public administration, real estate, economics, accounting, or wildlife management.

OR related field or an equivalent combination of education and/or experience.

- 2 years of experience in leasing, real estate, natural resource management, environmental planning, or other relevant experience.

- Knowledge of interpreting and implementing guidelines, regulations, and laws.

- Knowledge working with natural resource management/environmental protection issues.

- Ability to negotiate contentious issues in a respectful, responsive, and informed manner.

- Knowledge of and/or experience with contract, business, or property management.

- Ability to manage multiple complex tasks, set workload priorities, and complete tasks on time.

- Ability to provide good customer service.

- Ability to speak and write clearly and succinctly, and use typical office software.

- Ability to collaborate on internal and external issues in an active, respectful, cooperative, and professional manner.
