Responsible for school construction and major maintenance projects, which include planning, directing, coordinating, and inspecting all construction projects. Supervise Project Managers in their oversight of construction and major maintenance projects. Assures responsibility for accuracy of all construction documentation, adherence to procurement laws and compliance with all CCPS policy and procedures pertaining to construction, renovation, remodeling, and major maintenance projects. Effectively manage budgets or ensure through the project managers the effective management of project budgets. Works closely with school administrators, maintenance, contracted project managers, and county staff, including occasional communication with the community at large.
Provides coordination, guidance and direction of school construction and major maintenance projects.
Supervises the construction, modification and renovation of school facilities.
Conducts high-level planning and budget development for the full portfolio of CIP projects to be completed each year with Virginia Public School Authority (VPSA) bond sales and Division cash funding.
Creates and manages long-range funding expenditure schedules.
Acts as school liaison with architects and engineers in developing and coordinating design of projects.
Reviews plans and specifications for architectural, engineering and educational adequacy.
Reviews contract documents throughout the design process to ensure that the design meets the project intent.
Attends plans review meetings with school staff and County building inspection staff for compliance.
Along with the Construction Project Managers, meets with contractors to assist the construction team in the scheduling and coordination of each project.
Develops pre-bid, bid, and construction schedules.
Oversees contractor progress for all projects through constant monitoring.
Develops project budgets, reviews and amends/approves contractors payment applications, vendor invoices, A&E invoices, geotechnical investigation invoices, and permit fees.
Maintains liaison with local, state and federal agencies relative to school projects.
Reviews project designs, confers with architects, engineers, county building officials and contractors.
Evaluates project change orders, and assists in making field changes as necessary to resolve conflicts.
Reviews the scope and value of design changes and makes recommendations to the Chief Operations Officer.
May perform other duties as assigned.
Budgetary Responsibility :
Ensures that all projects remain within budget.
Report Preparation :
Prepares reports at the request of the Chief Operations Officer and provides periodic project reports as required.

Work Environment :
While performing the duties of this job, the employee regularly works in an office environment. The noise level in the office work environment is quiet.
Some project work will be performed in indoor and outdoor environments with exposure to weather conditions to include wet and/or humid conditions, cold and heat; work and/or walk on various types of surfaces including slippery or uneven surfaces, rough terrain, and roofs. The noise level in the project work environment is usually moderate to loud.
Considerable knowledge of institutional, commercial or industrial level construction techniques, contracting and administration.
Extensive knowledge and demonstrated ability to interpret plans and specifications including architectural, civil, electrical and mechanical.
Considerable knowledge of school system staff and student needs as they relate to facility planning and construction services.
Significant understanding of facility site selection, land topography, road access, on-site utilities, environmental impacts, and building adaptability.
Comprehensive knowledge of standards and procedures for planning, scheduling, and quality control for the construction of new school facilities and renovation or refurbishment of existing facilities.
Demonstrated ability to:
communicate and interpret needs of educators, staff, architectural and engineering personnel and contractors;
interpret school system staff and student needs into facility planning and construction services;
evaluate quality of workmanship;
work effectively with staff, students design professionals and contractors;
identify, analyze and solve problems;
communicate effectively orally and in writing.
Proficient in Microsoft Office applications (Outlook, Excel, Word, and PowerPoint), Google applications (Sheets, Docs, and Slides)and electronic signature applications.
Familiarity with facilities maintenance and utilization scheduling software (i.e. FMX, etc.)
Project Management, Bluebeam, Smartsheet or equivalent applications.
Completion of core requirements for a Bachelors degree in building construction, architecture, engineering or approved related field and ten years of progressively responsible experience in supervising all phases of construction preferred. Education, training or experience sufficient to demonstrate required knowledge, skills and abilities.
Valid VA Drivers License. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.
