About The Division
Statewide Procurement Division connects vendors with state purchasers and contract opportunities, and help state and local government entities procure non-IT goods and services through easily accessible contracts that meet their needs.
General description
The Comptroller's office is seeking Contract Manager in the Statewide Procurement Division.
Contract Manager (Contract Specialist III/IV) provides ongoing contract technical assistance to contractors and external and internal customers. Develops and maintains contract management best practices. Work involves negotiations, records management, performance and compliance monitoring, and change management. Works with customers and contractors to help resolve any contract issues. Ensures that contract changes are properly documented and uploaded to the online purchasing system Texas SmartBuy (TSB).
Contract Manager(Contract Specialist V) works with customers and contractors to help resolve any contract issues and provide ongoing technical assistance on high dollar and complex contracts. Develops and maintains contract management best practices. Work involves negotiations, record management, performance and compliance monitoring, and change management.

Work Hours
Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

Qualifications
Contract Specialist III
60 semester hours or graduation from an accredited college or university with an Associate's degree.
Quantifiable years (or combination of) an internship and/or work experience with general business practices, planning and implementation, completing processes, and/or conducting and analyzing research.
Experience with research techniques and analytical skills to include collecting, validating the accuracy, examining, and interpreting data.
Intermediate Excel experience, e.g. navigating among sheets in a workbook, importing data from another database to worksheet, creating a pivot table, analyzing datasets using formulas and calculations, etc.
Contract Specialist IV
60 semester hours or graduation from an accredited college or university with an Associate's degree.

LICENSES / CERTIFICATIONS

Contract Specialist III/IV
Serves as a contract manager within the SPD Contract Management (SCM) section. Provides ongoing contract technical assistance to contractors, state agencies, TSB members and internal customers; perform negotiations with contractors and customers, change management, makes recommendations to contract development, reviews solicitation documents prior to award, and contract close-out.
Coordinates contract management work with the SCM Team Lead and team members, statewide contract developers, and other SPD programs. Interprets, advises, and assists staff and customers with contract administration policies, procedures, and rules. Works with contractors, customers, and the Vendor Performance Coordinator to resolve contract issues in a timely manner. Ensures that contractors and end users abide by the terms of the contract and provides guidance and interpretation on the usage of the contracts. May plan, assign, and/or oversee the work of others.
Prepares reports by compiling, monitoring and analyzing historical expenditure data from a variety of CPA sources. Presents and provides written and excel format reports to agency management. Receives and maintains contract management reports from internal and external customers. Utilizes the Internet and other automation tools or technology tools for research, report and presentations. Assist with monitoring contractor performance throughout the contract term.
Ensures that contract changes are properly documented and uploaded to TSB. Update and maintain contract information in TSB. Record management of all contract actions.
Serves as a liaison with cross-divisional agency teams, executive management, contractors, and internal and external customers. May serve on SPD response teams deployed to the Texas Division of Emergency Management's State Operations Center during emergency response events. Identifies contract management training needs. May conduct training. Attends required training. Performs other related duties as assigned.
