JOB SUMMARY
The Contract Administrator Operations & Maintenance (Special Services) coordinates, supports, and has oversight of UTA contracted service providers for ADA Paratransit and Route Deviation services. Ensures compliance and obligations for all special services contracts. This includes revenue agreements when Special Services is performing as the service provider, ensuring UTA's obligations are met as the contracted service or vehicle provider. Oversees, evaluates, and audits contractor's service delivery for UTA while conducting regular process, compliance, and performance reviews and audits. Coordinates with vehicle maintenance team to review maintenance performance ensuring contractual compliance. Reviews and approves contractor's monthly invoices and administers liquidated damages in accordance with contractual obligations. Maintains oversight and manages associated UTA budgets. Initiates and implements requests for proposals for new contracted services. Manages, coordinates, and submits service contract renewals, and extensions. Assists in resolving contractual and policy issues associated with service delivery. Ensures compliance with federal, state, and local laws and regulations. Develops and integrates continuous improvement strategies to create efficiencies and improved outputs for UTA contracted service delivery.
MINIMUM QUALIFICATIONS
EDUCATION/TRAINING:
Bachelor's degree in public administration, business administration, transportation management, or related field.
EXPERIENCE:
A minimum of 5 years of progressively responsible experience in contract administration, compliance management, procurement, or operations oversight within a public transit or transportation-related environment is required.
Experience with ADA paratransit service is preferred.
Project Management Professional (PMP) certification or equivalent is preferred.
Additional certifications related to transit operations, safety management, or administrative support (e.g., Certified Administrative Professional) is preferred. An equivalent combination of relevant education and experience. [UTA reserves the right to determine the equivalencies of education and experience.]
Knowledge/Skills:
- Knowledge of UTA transit systems and modalities.
- Knowledge of Paratransit policies and procedures.
- Knowledge of ADA transportation regulations and federal grants management.
- Familiarity with contract processes and requirements (RFP, RDQ, RFI, MOU, NTP, change orders, etc.)
- Laserfiche, DocuSign, JD Edwards and IPCS Integrated Project Control System, preferred.
