Job Description and Duties

Under general direction of the Principal Engineer, Water Resources, State Floodplain Manager, as a Supervising Engineer, Water Resources, the incumbent will lead the budget and resource planning activities of the Branch, including managing the Departments Flood Risk Management consultant contract, developing bond and general fund program plans, and preparing annual staff resource needs plans. The incumbent will serve as a Floodplain Management Policy Advisory and be responsible for preparing a work plan for a Unified California Program for Floodplain Management (a State-level strategic vision for floodplain management), developing a resource plan to support an external panel of experts to advise the State on this strategic vision, and then to facilitate this panel to help draft this strategic level document. The incumbent will oversee the development of Statewide Mapping Masterplan and Floodplain Management Branch Implementation Plan. The incumbent will work with the Department of Water Resources (DWR) floodplain management section leaders, assist the National Flood Insurance Program Coordinator implement the National Flood Insurance Program (NFIP) under the Federal Emergency Management Agency's (FEMA) direction, coordinate with various U.S. Army Corps of Engineers floodplain management services (FPMS) activities, and coordinate with other State-level agencies with floodplain management responsibilities. Will be responsible for giving public presentations on California's floodplain management services and mentoring DWR's floodplain management staff. Provide support to DWR's Federal Advocacy team, in coordination with the other Floodplain Management Policy Advisor (who also reports to the State Floodplain Manager), on Federal and State floodplain management policy.

Possession of a valid license as a Professional Engineer in the field of Civil Engineering issued by the State of California and a valid California driver's license. In addition, familiarity with management of large consultant contracts and DWR budget and resource planning processes, including management of both general funds, bond funds, and grant funds. The incumbent must also possess demonstrated technical skills, focusing on both floodplain mapping, hydrology/hydraulic modeling, data collection and management, flood risk planning processes, building science, and land use planning. The incumbent should be familiar with federal and State floodplain management policies, including the NFIP, FFRMS, flood resistant building codes, and non-structural flood management mitigation approaches. Ability to meet and collaborate with others on short notice using various teleworking / communications platforms is a must to develop new policy recommendations to address future flood risk.
