Our Toronto office is looking for the next QA Electrical Inspector the incumbent will be responsible for supervising the construction or installation of different components to ensure compliance with technical drawings, Toronto Hydro standards, specifications and applicable Canadian standards according to GHD procedures.
The successful candidate will be responsible for delivering construction verification and audit services, including quality assurance tasks such as safety inspections, workmanship evaluations, validation of construction activities for compliance with Toronto Hydro standards and electrical safety and O. Reg. 22/04, progress reporting, witness testing, and dimensional inspections across short-, medium-, and long-term timelines.

Primary Responsibilities:
Reporting to the GHD DRP, the incumbent will be responsible for supervising the construction or installation of different components to ensure compliance with technical drawings, Toronto Hydro standards, specifications and applicable Canadian standards according to GHD procedures.

Reg. 22/04, progress reporting, witness testing, and dimensional inspections across short-, medium-, and long-term timelines.

- Project GHD DRP (Project Manager)
- The incumbent performs the work specified by the inspection coordinators/project manager
Responsibilities:
Pre-Construction
- Review all construction documentation prior to attending the pre-job meeting and pre-construction meeting.
- Lead or contribute to pre-job meeting and discuss on construction work and safety matter
IN-Construction
Site Visit and Reporting
- Conduct daily field audits of contractor work to ensure compliance with Toronto Hydro Construction Standards, OHSA, EUSR, and Toronto Hydro Rule Book.
- Monitor construction activities for adherence to regulations, approved drawings, and specifications, including O. Reg. 22/04.
- Collect, validate, and maintain required project documentation (e.g., Form 1000, cut permits, safety assessments).
- Ensure contractor compliance with applicable laws and guidelines (e.g., MTO Book 7, MCR).
- Perform critical task inspections and document findings.
- Track daily construction progress, changes, and materials used; document with photos, markups, and logs.
- Verify installed materials match Toronto Hydros bill of materials and specifications.
- Maintain accurate daily logs, markups, and inspection records, and monitor project inspection timelines and hours
Monthly Billing, Change Order Verification and Report to Toronto Hydro
- Verify monthly quantities of installed materials and completed work for contractor payment processing
- Validate contractor measurements and documentation for permanent restorations (e.g., pavement, sidewalk, curbs); support verification of cut repair invoices.
- Review, audit, and validate contractor change orders in accordance with Toronto Hydro procedures.
- Ensure installed materials match the approved Bill of Materials and comply with Toronto Hydro standards and specifications.
- Provide timely project status updates to Toronto Hydros DRP team.
Safety and Quality Non-Compliance
- Report quality, safety, or administrative non-compliance per Toronto Hydros NCR process.
- Escalate serious safety issues immediately; stop work in life-threatening situations.
- Support incident reporting as needed.
- Present and review NCRs during safety and contractor meetings.
Close Out
- Conduct final walkdowns, document deficiencies, and validate project completion.
- Raise and follow up on incomplete work or non-compliance items as needed.
- Review and accept As-Built drawings (civil and electrical) per CSA and O. Reg 22/04.
- Verify material lists and outstanding documents using checklists (e.g., GCF).
- Participate in post-construction meetings, reviews, and prepare finalization and lessons learned reports.
Qualifications:
- Education: Holds a valid Power Line Red Seal Certification, demonstrating interprovincial qualification as a Construction Electrician or Electrical Engineer / Professional Engineer registered in the province of Ontario is an asset
- Experience: Over 3 years of experience

- Must have a valid G-Class drivers license
Specific technical skills:
- Strong experience in site inspections, ensuring compliance with electrical drawings, specs, and safety codes (ESA, EUSR, OHSA).
- Skilled in documenting inspections, standards, managing NCRs, and maintaining quality records.
- Proficient in underground and overhead electrical systems, including cable pulling, conductor stringing, and switchgear installation.
- Able to read and validate single-line diagrams, schematics, and as-builts.
- Knowledge of Toronto Hydro standards, utility clearance requirements, and municipal regulations (MCR).
- Familiar with urban electrical infrastructure, hydro-vac, excavation, and temporary utility supports.
- Experienced in QA/QC documentation, protection systems, and construction test witnessing.
- Effective in tracking work progress and supporting safe, high-quality execution.
