Resource Management

The Department of Resource Management consists of Air Quality Management District, Building, Environmental Health, and Planning Divisions.

The Building Division administers programs to safeguard life, health, and property of County residents through the application of uniform building standards.

ABOUT THE POSITION

Under general supervision, to inspect buildings under construction or being remodeled and to determine that structures, plumbing and electrical wiring are in accordance with the codes and ordinances regulating the construction of buildings; checking plans for code compliance and structural stability; and to perform related work as required.

DISTINGUISHING CHARACTERISTICS

This is a full working level Combination Building Inspector class. Incumbents perform a full range of routine and complex inspection duties in the construction areas of foundation, framing, electrical, plumbing, heating, cooling and gas. This class is distinguished from the class of Building Inspector II in that incumbents routinely are assigned the more complex inspections such as the inspection of major projects, particularly those involved in special problems or circumstances relating to code enforcement. The Building Inspector III may also do plan checking and work the permit counter as workload requires.

IDEAL CANDIDATE

This position will be focused primarily on plans examination in the office, with field inspections only on an as-needed basis. The ideal candidate for the Lead Building Inspector position is a highly experienced and technically skilled professional with a deep understanding of building codes, construction practices, and plan review procedures. The ideal candidate would possess a certification as a Plans Examiner at the time of hire, with experience in large and small, residential, and commercial projects. They possess extensive knowledge of local and state building regulations and have a proven ability to interpret complex construction documents to ensure code compliance.

This individual is detail-oriented, analytical, and confident in making sound judgments during both field inspections and plan evaluations. They demonstrate strong leadership capabilities and are comfortable mentoring inspection staff, coordinating review processes, and working collaboratively with architects, engineers, contractors, and other regulatory agencies.

Excellent communication skills are essential, as the Lead Building Inspector will be responsible for clearly explaining code requirements, resolving conflicts, and facilitating timely project approvals. The ideal candidate thrives in a fast-paced, high-responsibility environment and is committed to upholding safety, consistency, and public trust in the built environment.

Inspects buildings during construction to insure compliance with Building Code, other applicable regulations, and approved plans and specifications; assists and advises the general public in matters relating to building construction and code requirements; assists in processing building permit applications; reviews plans for code compliance; investigates complaints and inspects buildings to determine if hazardous or illegal conditions exist relating to structures and their use; prepares written reports, issues notices to correct code violations, issues "stop work" notices, and testifies in court regarding violations; performs various office work; assists in training new inspectors.

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Building tools and materials; safety standards and modern methods of building construction; building and related codes and ordinances enforceable by the County, specifically, Uniform Building, Plumbing, Mechanical, and Electrical Codes; State and Federal regulations; County Zoning Ordinance; County Health Code.

Ability to: Apply knowledge of and follow proper inspection techniques; examine workmanship and materials and detect deviations from plans, codes and standard construction practices; read and interpret complex building plans and specifications; advise on standard construction methods and requirements; maintain cooperative working relations with builders, contractors, and the general public; enforce necessary regulations with firmness and tact; dependently resolve routine and complex problems or situations requiring the exercise of good judgment; maintain records and prepare written reports; must be physically capable of safely moving about on construction worksites.

MINIMUM QUALIFICATIONS

Four (4) years of experience comparable to that of a with Shasta County AND completion of the 12th grade or equivalent.

SPECIAL REQUIREMENTS

  • Possession of an appropriate California driver license.
  • Must possess an ICBO certificate as a Combination Building Inspector.
  • Certification as a Plans Examiner shall be obtained within one year of hire unless exempt under the California Health and Safety Code.

Some additional physical demands are; to be able to walk on 1 1/2" joist an narrow beams, extensive driving (100-200 miles per day), walk on roofs, climb scaffolds and ladders, crawl in confined areas 12' high, crawl in attics in the summer.

The employee will often interact with public who are under extreme stress, and law enforcement officers.
