Highly responsible work in the review, analysis, and formulation of formal written contractual agreements, quality assurance of Notice of Funding Opportunity (NOFO), and monitoring contracts. Responsible for ensuring the County's NOFO, contractual procedures (administrative, management, operational, monitoring, and informational systems) are functioning to ensure maximum effective and efficient control of governmental contracts in accordance with current federal/state/County laws and regulations. Work involves the review and analysis of the contractual operation of Department divisions/sections and agencies under the control of the Board of County Commissioners. Work includes monitoring administration and management of contractual policies and procedures, NOFOs, and other human services-related procurements initiated by the Department to ensure compliance with such policies and procedures. Work is performed under the general supervision of the Contract Manager, Contracts, Compliance, and Program Performance Section, and considerable independent judgement, discretion, and initiative is exercised. Work is reviewed by observation of results obtained and by periodic written reports.
QUALIFICATIONS:
Bachelor's Degree in Business/Public Administration, Management, or related field; minimum of two (2) years of responsible experience in contract administration, including experience in management, financial analysis, or operations research.
Equivalencies:
Unrelated Bachelor's Degree and three (3) years of related experience
Related Associate's Degree and four (4) years of related experience
Unrelated Associate's Degree and five (5) years of related experience
Graduation from high school/equivalent recognized certification and six (6) years of related experience.
PREFERENCE FOR EXPERIENCE IN/WITH: Working with community stakeholders; federal, state, and local laws about human services contracts; contract compliance and the principles and practices of public/governmental contract administration and management; auditing/reviewing operational contracts, procurement, developing policies, procedures, and standard operating procedures (must specify on application); project management. Also desirable: Training background; knowledge of how human services systems of care function and how programs are implemented at the state and/or local levels; experience in public speaking to small and large groups (must specify on application).
Valid Florida Driver's License and PBC Risk Management Department driving history approval prior to appointment.
