GENERAL POSITION DESCRIPTION:

Under the supervision of Contract Administrator, the incumbent assists the Contract Administrator in the daily operations of Procurement Management which include, but are not limited to, assisting with the administration of contracts and contractual services for the Florida Lottery.

ESSENTIAL DUTIES:

CONTRACTING RESPONSIBILITIES

  • Each employee is expected to be knowledgeable of the Lotterys Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.
  • Utilizes computer resources including the Lotterys Intranet, Lotterys Website, FACTS, FLAIR as needed to perform assignments.
  • Ensures contract administration files, including electronic, are complete and up to date.
  • Assists in maintaining the Agencys Contract Administration files; corresponding databases; routing Contracts and related documents; contract monitoring efforts and activities; providing technical assistance; providing/tracking training initiatives; and other related duties as assigned or requested.
  • Assists in drafting policies, procedures, terms and conditions, audit responses, training materials and other information as requested or directed.
  • Provides guidance and technical assistance to Contract Mangers regarding contract files and monitoring issues.
  • Responsible for the timely collection of Bonds and Insurance documents required by agreements.
  • Responsible for accurately and independently facilitating review, verification and recording of Bonds and Insurance documents.
  • Responsible for maintaining an accurate tracking log for all Bond and Insurance documents, and independently and proactively identifying information that needs to be captured for future reporting.
  • Ensures Contract Manager appointments are recorded and approved when necessary.
  • Distributes information on available contract management training opportunities and maintains a record of DMS issued certificates and expirations.
  • Audits Contract Manager files to ensure the file is complete and accurate.
  • Supports the contract development process. This includes but is not limited to drafting contract documents including scope of work, developing, and maintaining related files, and assisting at public meetings.
  • Independently manages business cards orders including tracking agency requests and approvals and facilitating communication with internal and external contacts.

ADMINISTRATIVE RESPONSIBILITIES

  • Responsible for maintaining a high level of confidentiality in preparing, routing, and filing applicable vendor personnel information related to security and financial investigation for Procurement Management.
  • Compiles statistical dashboard data for reports provided to agency management as well as oversight agencies.
  • Disseminates documents for internal and external distribution as appropriate.
  • Accurately enters Agreement information into the Florida Accountability Contract Tracking System (FACTS).
  • Meets with Vendors, as needed.
  • Serves as the Procurement Management Budget Liaison. Inputs purchase orders for Procurement Management and tracks expenditures to ensure there is enough budget available.
  • Collects and posts Contractor 90-day spend plans.
  • Ensures the Lotterys Internet site is updated with current business partner information, 90-day spend plans, event information, and other relevant information.
  • Prepares the Lotterys Annual Vendor Diversity Plan and submits to the Office of Supplier Diversity.

PROFESSIONAL DEVELOPMENT

  • Seeks training, which will prove beneficial to job functions.
  • Stays abreast of all applicable statutes, laws, rules, regulations, policies, and procedures that impact contracts and purchasing.
  • Maintains a basic working knowledge of State of Florida and Florida Lottery rules, laws, regulations, policies, and procedures impacting the purchasing profession.

MISCELLANEOUS DUTIES

  • Performs travel as required.
  • Represents Procurement Management at various functions as necessary.
  • Performs other duties and assignments as appropriate or assigned by management.
  • Attendance is an essential function of this position.

  • Working knowledge of Florida Statutes pertaining to contracts and purchasing, including Chapters 24 & 287.

Other job-related requirements for this position

High School Diploma or equivalent (GED) required.

Successful passing of a criminal background check (state, local, and national) is required .

Maintains strict confidentiality of information learned while working with the Florida Lottery, whether learned through assigned duties or through working with other units. The types of confidential information may include, but are not limited to, payroll information, budget matters, policy decisions, tax matters, employee disciplinary issues, and other personnel data.

Licensure/Registration/Certification Requirements

Florida Certified Contract Manager (FCCM), desired but not mandated.

MINIMUM QUALIFICATIONS:

Applicants should have a high school diploma or equivalent and a minimum of one (1) year contact experience.
