Responsible for the production and review of design calculations, studies, technical reports, engineering plans and specifications for assigned projects. This position consults with the project manager to perform research, calculations, design and preparation of deliverables. Apply engineering techniques, procedures and design criteria for projects ranging in size and complexity. Leverages technical knowledge and experience to address design related issues or concerns, working closely with the project manager through creative problem solving, interactions with clients and by completing tasks to meet the project schedule. Develops conceptual and detailed designs and calculations to support project completion using current drawing and technical tools, programs and software. May mentor, train and review work of junior engineer staff and provide constructive feedback. As a member of the team, contribute to the successful project delivery for a diverse range of projects for HNTB's clients. Responsible for transportation planning and engineering studies, including application of Highway Capacity Manual methodologies. This role implements standard and innovative applications of VISSIM, Synchro/SimTraffic, HCS, Sidra, TransCAD and ArcGIS. This role is responsible for conducting safety analyses using ISATe, Highway Safety Manual methodologies and application of engineering judgment. Coordination of work across multiple disciplines and communicating analysis results to stakeholders is essential. Project work will include traffic operations modeling, traffic data analysis, traffic signal design, traffic signage design, roadway pavement marking design, cost estimating, and report writing on freeway corridor, arterial, and transit projects at various stages of development ranging from the planning phase through construction. Typical deliverables include feasibility studies, technical studies in support of environmental documents, and transportation management plans (TMPs). Additionally, this position requires strong analytical skills, independent decision making, application of engineering judgment, attention to detail, and the ability to coordinate effectively with internal and external stakeholders. In addition to the above job responsibilities, candidate will also be performing the following duties: task Management of traffic engineering and transportation planning projects including development and management of scope, budget, schedule, and technical requirements; task management of Transportation Management Plans and Interchange Justification Reports; application of "Big Data" in Transportation Planning including the use of Streetlight, Replica, NPMRDS, INRIX, and HERE platforms; mentoring and training junior staff; reviewing work prepared by junior staff; coordination with Local, State, and Federal Agencies, and coordination with internal and external stakeholders; scripting or coding with Python or VBS to support traffic operations modeling. No hire / fire authority.**Requirements**: Master's degree in Engineering plus at least 5 years of relevant experience. Alternatively, the employer will accept a Bachelor's degree in engineering plus at least 6 years of relevant experience. Must have experience with Synchro, VISSIM, TransCAD, Sidra, Cube, ArcGIS Pro, TransModeler, Interchange Safety Analysis Tool Enhanced (ISATe) and Capacity Analysis for Planning of Junctions (Cap-X). Must have experience with one or more analysis/programming languages including Python, R, or similar. Must have experience with OpenRoad, InRoad Designer, MicroStation, AutoCAD, and Microsoft Office.
