Construction Project Inspector - Capital Facilities Division

We're building something -a brand new Capital Facilities Division within our Public Works Department! This is about creating something from the ground up that will shape our community's infrastructure for decades to come.

As the Construction Inspector/Senior Engineer Technician for Public Works Capital Projects, you will:

• Be the eyes and ears of quality assurance on diverse construction projects, ensuring every public facility, park, and utility improvement meets the highest standards through hands-on inspection of both vertical and horizontal construction projects.
• Lead complex multi-stakeholder coordination on active construction sites, managing relationships between public and private utilities, contractors, other county departments, residents, and the general public to ensure seamless project delivery.
• Take ownership of project documentation and compliance creating the official record of construction progress through daily tracking, progress photography, and detailed quality assurance documentation that protects public investment.
• Bridge the gap between design and reality by interpreting contract plans and specifications in the field, making real-time recommendations for revisions, and ensuring constructability while maintaining compliance with county standards and regulations.
• Serve as the public face of construction projects in your community, responding to technical questions from residents, coordinating and ensuring public safety throughout the construction process.
• Shape the future of county infrastructure by contributing to pre-construction planning, utility coordination, quality control reviews, and applying lessons learned from previous projects to continuously improve construction standards.

What you bring:

• Technical Foundation: Associate's degree in engineering or related field, providing the analytical and technical knowledge base essential for complex construction inspection and quality assurance.
• Hands-On Construction Experience: Minimum 5 years of related engineering or construction experience, with deep understanding of both vertical construction (buildings, renovations, roofing) and horizontal construction (utilities, stormwater, paving).
• Proven Leadership Skills: At least 1 year of experience leading crews or serving as technical project lead, demonstrating your ability to coordinate teams and manage complex construction activities.
• Field Inspection Expertise: Experience with contract compliance monitoring on public works projects, including knowledge of construction trades, materials testing, and quality control procedures.
• Documentation and Communication Excellence: Strong skills in progress tracking, record keeping, and technical communication with diverse stakeholders from contractors to community members.
• Safety and Compliance Knowledge: Understanding of federal, state, and local construction standards and regulations, with ability to ensure consistent compliance across multiple project types.
• Public Works Project Experience: Preferred background in contract compliance monitoring, utility coordination, and managing the unique challenges of construction.

JOB FUNCTIONS

Capital construction project inspection: Observation and documentation of vertical and horizontal construction projects including but not limited building renovations, roofing, parking lots, stormwater, sewer, and other public works construction. This work includes tracking labor, equipment, and materials on a daily basis; progress photo documentation; responsible for record drawings; interpretations of contract plans and specifications; documenting project related communication. Responsible for quality assurance of contracted work and materials incorporated into the project including but not limited to documentation of approved materials and construction requirements in accordance with plans, specifications, and regulations. Responsible for tracking, measuring, and computing daily quantities of completed work for payment. This may include tracking time and materials such as labor and equipment hours as well as contract item units. Conducting on-site interviews and compliance reviews. Reviews general engineering design criteria; makes recommendations and assigns revisions when required. Researches previously approved projects and applies that information to subsequent project reviews.

Leads the coordination of activities between the various entities on the construction site including public and private utilities; contractors; other divisions in Public Works and departments in the County; privately contracted work; other agencies; the residents living near the site; and the general public passing through.

Leads the collaboration with other County staff to respond to the general public in regards technical questions related to the construction; improvements within the right of way; and permit requirements.

Supports and/or leads various pre-construction and/or design activities such as coordination of utility meetings and coordination of utility potholing. Assists in coordinating quality control and constructability reviews of County projects and compiles project comments.

Ability to communicate technical information and requirements in a clear, accurate manner verbally, in writing, graphic presentation, or alternate media.

Must have the ability to work with contractors and the public in a professional, courteous, and knowledgeable

manner.

Skill in reading and interpreting blueprints, schematics, utility maps, and plans.

Knowledge of principles, practices, and materials used in vertical and horizontal construction.

Ability to maintain files and records in accordance with County, regulatory agency, and funding source requirements.

Knowledge of safety hazards on job sites to insure safe working conditions for contractors, employees, and the public.

Skill in assigning and monitoring the work of subordinates.

Physically perform assigned duties and essential functions of the position.

Ability to work outdoors for extended periods of time and potentially in proximity to large machinery and/or structures in various stages of completion.
