The NSD Administrative Services Division's Grants Compliance Section has a vacant Project Manager position that will serve as the Department's Environmental Review Officer (ERO). This critical position in the Administrative Services Division performs a number of professional administrative tasks to ensure compliance with environmental laws and regulations of the City's federally funded projects and program administration. NSD's ability to properly execute various regulatory oversight, guidance, reporting, and monitoring activities in the facilitation of administration of grant funds is critically reliant upon this position's role and responsibilities. The position evaluates and manages project risk and due diligence for the City, and directs all environmental activities associated with the clearance of funds, project feasibility, and proper notice requirements. Work is performed under the general supervision of the Grants Compliance Supervisor.
The ERO will be responsible for collaborating with partners to prepare and send the City/SHPO Programmatic Agreement as required on an annual basis. The range of managerial and technical duties include and are not limited to:
- Coordinating and managing activities and functions of grant funded environmental review activities in cooperation with other departments and outside agencies.
- Managing and implementing environmental mitigations.
- Drafting and submitting formal documents to HUD.
- Managing environmental vendor contract budgets.
- Interpreting HUD environmental laws and regulations.
The Environmental Review Officer will work with a number of external stakeholders, serving as a liaison and representative of the division and department. Occasionally, the ERO will be required to conduct site visits; therefore, the ability to effectively communicate is essential. The position will also provide direct support to the Grants Compliance Project Managers, as needed.

- Interpret information & make decisions based on existing laws, regulations, and policies.
- Work cooperatively with City employees, outside agencies, contractors, and the public in-person, by phone, or email.
SALARY
Pay Range: $69,492.80 to $131,040 annually.
Hiring Range: $69,492.80 to $97,780.80 annually.

MINIMUM QUALIFICATIONS
- Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.
- Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Two years experience in environmental studies, environmental planning, environmental permitting, and environmental compliance.
- Two years experience working with NEPA (National Environmental Policy Act).
- Two years experience writing and review project scopes of work, preparing project schedules, reviewing construction plans, and reviewing cost estimates.
- Experience conducting online record reviews and desktop assessments to identify and document existing environmental conditions.
- Experience consulting with local, state, and federal regulatory agencies.
- Experience preparing and implementing mitigation plans to avoid, minimize, and mitigate potential adverse effects to the human environment.
