Position Information
The TxDOT Support Services Division is seeking a highly motivated individual to serve as the Project Development Program Supervisor. This role is responsible leading and managing a team of talented engineers, architects, and space planners in developing plans and specifications for the construction of various State of Texas buildings. Position Description
Manages programmatic oversight of space planning, and design of buildings that are non-highway structures throughout the state. Develops policies, standards, and guidelines and implements departmental engineering/ architectural programs and projects. Supervises a group of licensed professional and technical employees. Work requires contact with government officials, high-level executives, contractors, consultants, construction firms, district and division personnel. Works with the Section Director to perform statewide master planning activities to identify new construction projects, deferred maintenance, and the identification of land acquisition opportunities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
Acts as consultant to districts and divisions on facilities construction issues.
Acts as consultant to staff engineers/architects and oversees the coordination of engineering/architectural work with engineering, architectural and support associates.
Acts in an advisory capacity to departmental entities and/or governmental agencies on administrative, technical and regulatory aspects of facility engineering.
Analyzes and evaluates new products and methods.
Analyzes and recommends approval for modifications to contracts.
Assists and makes recommendations for statewide capital improvement projects.
Assists the Director of Facilities in maintaining effective and coordinated operations for the Facilities Management Section.
Assists the Section Director in establishing section policies and procedures.
Consults with high-level officials and interested parties on acquisition of land for construction sites.
Coordinates with district and division personnel on design concept and plan preparation.
Coordinates with utility companies, attorneys and governmental representatives to provide utilities to facility projects.
Develops and maintains the Department's Master Space Utilization Plan and oversees space allocation, space planning activities and personnel and equipment relocations.
Develops and monitors budgets and financial information to include the two year capital improvement plan.
Develops and/or interprets technical policy, procedure and standards related to engineering/architecture.
Develops and/or reviews documents and prepares remediation plans.
Develops project correspondence, complex reports and surveys.
Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.
Develops training courses and/or materials.
Directs development of Minute Orders for Commission approval.
Evaluates and analyzes complex contractor claims.
Formulates strategic facilities master plan.
Formulates, develops and monitors budgets and financial information to include the two-year capital improvement plan.
Handles community relations, public relations and media affairs pertaining to facilities programs.
Makes high-level presentations related to departmental engineering and architectural projects and programs.
Monitors and reviews state legislation and makes recommendations as appropriate.
Negotiates fees, explains scope of work and monitors consultant design contracts.
Oversees assistance in identifying and securing commercial lease space.
Oversees consultant management and coordination of engineering/architectural project teams, including logistics and building operation associates.
Oversees development, coordination and implementation of new and existing engineering/architectural plans, programs and projects from initiation to completion; updates, revises, monitors and/or reviews requests for changes to plans.
Oversees testing of materials during construction.
Oversees the coordination and performance of preliminary investigation and design, including Plans, Specifications and Estimates.
Oversees the coordination of engineering and/or architectural consultants on building projects.
Oversees the coordination of pre-construction conferences and construction inspections.
Oversees the development and monitoring of training for the division's engineers and architects.
Oversees the monitoring of construction progress and bonding and insurance requirements; approves payments to contractors.
Oversees the preparation and sealing of final Plans, Specifications and Estimates and other necessary construction and contract documents for letting.
Oversees the verification of project eligibility and funding; prioritizes projects and updates priorities as required to meet the Department's needs.
Performs high-level public, media and community relations.
Publishes articles.
Recommends and/or provides improvement projects for implementation, innovative designs, concepts and solutions for problems.
Represents districts or the division on departmental and external committees, meetings or other special committees at local, state and federal levels.
Represents the Department at local, state and national levels. Responsible for all branch design and plan preparation activities.
Responsible for the review of facilities construction and maintenance.
Reviews, monitors, develops and/or interprets consultant's Plans, Specifications and Estimates, construction and design documents, policies and procedures, contracts, plans, billing documents, standards and/or guidelines.
Trains professional and technical staff.
Travels/drives to project/work locations to make on-site engineering/architectural reviews and analyses.
Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in Architecture or Engineering.
Experience:
3 years of experience in Architecture or Engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Position Description
Manages programmatic oversight of space planning, and design of buildings that are non-highway structures throughout the state. Develops policies, standards, and guidelines and implements departmental engineering/ architectural programs and projects. Supervises a group of licensed professional and technical employees. Work requires contact with government officials, high-level executives, contractors, consultants, construction firms, district and division personnel. Works with the Section Director to perform statewide master planning activities to identify new construction projects, deferred maintenance, and the identification of land acquisition opportunities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
Acts as consultant to districts and divisions on facilities construction issues.
Acts as consultant to staff engineers/architects and oversees the coordination of engineering/architectural work with engineering, architectural and support associates.
Acts in an advisory capacity to departmental entities and/or governmental agencies on administrative, technical and regulatory aspects of facility engineering.
Analyzes and evaluates new products and methods.
Analyzes and recommends approval for modifications to contracts.
Assists and makes recommendations for statewide capital improvement projects.
Assists the Director of Facilities in maintaining effective and coordinated operations for the Facilities Management Section.
Assists the Section Director in establishing section policies and procedures.
Consults with high-level officials and interested parties on acquisition of land for construction sites.
Coordinates with district and division personnel on design concept and plan preparation.
Coordinates with utility companies, attorneys and governmental representatives to provide utilities to facility projects.
Develops and maintains the Department's Master Space Utilization Plan and oversees space allocation, space planning activities and personnel and equipment relocations.
Develops and monitors budgets and financial information to include the two year capital improvement plan.
Develops and/or interprets technical policy, procedure and standards related to engineering/architecture.
Develops and/or reviews documents and prepares remediation plans.
Develops project correspondence, complex reports and surveys.
Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.

Directs development of Minute Orders for Commission approval.

Negotiates fees, explains scope of work and monitors consultant design contracts.
Oversees assistance in identifying and securing commercial lease space.
Oversees consultant management and coordination of engineering/architectural project teams, including logistics and building operation associates.
Oversees development, coordination and implementation of new and existing engineering/architectural plans, programs and projects from initiation to completion; updates, revises, monitors and/or reviews requests for changes to plans.
Oversees testing of materials during construction.
Oversees the coordination and performance of preliminary investigation and design, including Plans, Specifications and Estimates.
Oversees the coordination of engineering and/or architectural consultants on building projects.
Oversees the coordination of pre-construction conferences and construction inspections.
Oversees the development and monitoring of training for the division's engineers and architects.
Oversees the monitoring of construction progress and bonding and insurance requirements; approves payments to contractors.
Oversees the preparation and sealing of final Plans, Specifications and Estimates and other necessary construction and contract documents for letting.
Oversees the verification of project eligibility and funding; prioritizes projects and updates priorities as required to meet the Department's needs.
Performs high-level public, media and community relations.
Publishes articles.
Recommends and/or provides improvement projects for implementation, innovative designs, concepts and solutions for problems.
Represents districts or the division on departmental and external committees, meetings or other special committees at local, state and federal levels.
Represents the Department at local, state and national levels. Responsible for all branch design and plan preparation activities.
Responsible for the review of facilities construction and maintenance.
Reviews, monitors, develops and/or interprets consultant's Plans, Specifications and Estimates, construction and design documents, policies and procedures, contracts, plans, billing documents, standards and/or guidelines.
Trains professional and technical staff.
Travels/drives to project/work locations to make on-site engineering/architectural reviews and analyses.

Minimum Qualifications:
Education: Bachelor's Degree in Architecture or Engineering.
Experience:
