SUMMARY
This is a technical position in Charlotte Water Installation and Development Services (IDS) department. This position inspects and monitors the work of several construction contractors performing various types of water and sewer projects. Work includes new construction of water mains and sanitary sewer mains along with small and large taps of existing water and sewer mains; inspection of small and large water and sewer service installation; ensures compliance with plans, specifications, contracts, and Charlotte Water standards; interprets construction plans; rejects and corrects defective work; directs required testing; and is responsible for required paperwork. This position plans, coordinates, and conducts operational, structural, and environmental inspections of critical water and wastewater infrastructure to drive condition-based maintenance decisions.
Salary - $30.30/hr. - $33.67/hr. - Commensurate with experience

Job Description
Inspects construction in the field with occasional office work as needed.
Monitors construction to ensure compliance with plans and specifications as well as CLT Water standards.
Prepares accurate as-built drawings and sketches.
Determines the appropriate equipment to install to satisfy Charlotte Water policies.
Serves as point of contact with the contractor; interprets construction plans, specifications, standard details, and the current CLT Water Design Manual; and takes notes on activities performed by contractor.
Identifies and rejects defective work or substandard materials; informs contractor of deficiencies in the work; and directs necessary corrective action.
Directs and witnesses required testing for the type of construction being inspected.
Handles required paperwork, including pre-construction photos, preparation and distribution of flyers and door hangers, daily reports, erosion control forms and reports, testing forms, reports, etc.
Serves as liaison with customers and the general public regarding the construction project; responds to inquiries and complaints in a timely manner; and works to resolve conflicts to a satisfactory conclusion.
Conducts final inspection; prepares the punch list; insures that deficient items are corrected; assists in the preparation of the record drawings; and conducts warranty inspections.
Operates a surveying level, checks elevations and computer grades, and measures quantities and materials in the field to verify the contractor's monthly pay requests.
Ensures that state and local ordinances requirements regarding installation and materials are met.
May provide support for related budgets.
Performs other related job duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK:
High School Diploma or Equivalent with Three (3) years of related constructions work experience.
PREFERRED
Associate degree in engineering or a related field.
Licenses, Certifications or Registrations:
Requires valid driver's license.
Desires certifications in: first aid; traffic safety; contractor safety; confined space; trenching and excavation.
Knowledge, Skills and Abilities:
Knowledge of technical writing skills.
Knowledge of zoning requirements.
Skill in working with Microsoft Office products, such as Excel and Word.
Ability to use project scheduling software.
Ability to obtain City driving permit.
Ability to read and interpret engineering plans.
PHYSICAL DEMANDS:
The work is light work and requires applying 10 pounds of force frequently exerting up to 20 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: climbing, manual dexterity, perceiving sounds at normal speaking levels, discriminating among sounds mental acuity, speaking, standing, stooping, talking, visual acuity in expressing ideas by spoken word and shouting to be heard above ambient noise, and walking.
WORK ENVIRONMENT:
Work is performed in an environment with heavy equipment and machinery that could result in bodily harm to co-workers or others.
CONDITIONS OF EMPLOYMENT
The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
