GENERAL STATEMENT OF JOB

Provides planning, coordination, and supervision of electrical, plumbing and building construction and maintenance projects and activities relating to facilities and grounds.

EXAMPLES OF WORK

Assists supervisor with interviewing, hiring, providing input on evaluations, training and discipline of assigned staff; schedules and assigns tasks to skilled trade workers.

Provides instruction and training to staff in methods and procedures, proper use of equipment, preventive maintenance and facility maintenance.

Assists with planning and scheduling of electrical, plumbing, construction and maintenance for all county buildings and grounds.

Reviews records and work orders for completeness and accuracy and assists in the monitoring of costs/expenditures for adherence to established operating budget(s).

Assist with the coordination of electrical, plumbing, maintenance and construction projects through communication with other departments to ensure tasks performed will maintain minimal levels of disruption to routine business activities.

Prepares estimates and orders materials; ensures the timely and accurate submission of all receipts and invoices.

Addresses public and professional inquiries and concerns with professionalism.

Reviews blueprints, diagrams, schematics, sketches and various other forms of electrical, plumbing, structural documentation in the planning phase of construction, modification and maintenance projects.

Inspects work performed during and upon completion for adherence to assigned work orders and applicable regulatory standards.

Prepares periodic and special reports pertaining to staff, supplies, equipment, and work performed weekly.

Creates and ensures established preventive maintenance schedules are adhered to for all facilities and equipment under charge.

Ensures corrective actions are initiated as necessary to maintain county and professional electrical, plumbing and construction standards.

Maintains current knowledge of trends and developments in the field and facilitates application of such to division policy and procedure upon directive approval.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education, Training and Experience: High school diploma or GED; supplemented by a minimum of four (4) years progressively responsible experience as a Foreman or Lead in the field of electrical maintenance and construction; to include a minimum of two (2) years experience in a supervisory or lead capacity, including reading and interpretation of blueprints, specifications and related electrical, plumbing and construction documentation; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Experience with Microsoft Word, Outlook and Excel required.

Licenses and/or Certifications: Requires a valid driver license. May require a valid, Class B, commercial driver license (CDL) depending on assignment; if required, CDL must be obtained within one (1) year of hire. County licensure as a Master Electrician preferred.

OTHER REQUIREMENTS

Physical Requirements: Must be able to operate various hand-held manual, electrical and gas-powered equipment and tools, where excellent eye/hand/foot coordination is essential for safe and productive operations. Must be able to exert 50 to 100 pounds of force occasionally, or 25 to 50 pounds of force frequently, or 10 to 20 pounds of force constantly to lift, carry, push and pull or otherwise move objects. Must be able to withstand prolonged periods of standing/walking. Requires full range of body motion in manipulation of limbs and torso for working on scaffolding, climbing ladders, etc. Requires excellent equilibrium to prevent falling from narrow, slippery or erratically moving surfaces. Physical demands are in excess of sedentary work.

Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information. Requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.

Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.

Numerical Aptitude: Requires the ability to add and subtract, multiply and divide, use decimals and determine percentages; requires the ability to measure angles and distances and calculate square footage.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate levels of stress, imposed by frequent deadlines, peak workloads, or public contact. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
