ITD is hiring for a Safety and Compliance Officer for our District 6 office in Rigby, Idaho. This position will review, develop, and coordinate ITD's Safety and Training programs. The position will also review, evaluate, and coordinate equal employment opportunity programs for adequacy and compliance with contract requirements, and federal and state laws. The ideal candidate will have a good working knowledge of highway maintenance or construction as well as excellent communication skills.

A valid driver's license is required for this position.

Examples of duties

Safety

Typical responsibilities:

  • Report and track accidents and injuries
  • Investigates incidents, accidents, and injuries, and prepares reports outlining root cause(s) and contributing factors, as well as recommendations for prevention of future occurrences, including possible procedural changes
  • Reviews and inspects project traffic control to ensure mobility, safety, consistency and compliance with all applicable safety regulations and procedures
  • Follows up on recommendations to ensure that needed changes are implemented
  • Conducts field investigations to review and evaluate construction and maintenance activities, including making recommendations to improve and ensure safety by proactively recognizing and preventing or mitigating hazards
  • Follows up with District Engineer and Employee Safety and Risk Manager to ensure improvements have been made
  • Monitors contractor and department buildings, equipment operations, and work procedures for safety practices, standards, and compliance
  • Analyzes near-miss incidents and makes preventative recommendations based upon that analysis
  • Recommends corrective action to prevent accidents; schedules, coordinates and conducts safety meetings

Training

Typical responsibilities:

  • Work with the district trainer to assess safety training needs
  • Recommends safety training
  • Instructs, and coordinates safety training in conjunction with the district trainer
  • Helps the district trainer to develop and deliver safety training courses

Administrative

Typical responsibilities:

  • Investigates industrial and vehicular accidents to gather information and evidence for defense of tort claims made against the department
  • Works with Department of Administration in processing tort claims
  • May appear as witness in court; works with the departments DAGs or assigned attorneys to gather information and evidence for defense of the department
  • Prepares and maintains safety and tort claim correspondence, reports, and records
  • May monitor district medical testing and hearing programs

Minimum Qualifications

Experience:

  • Inspecting highway construction and maintenance project activities for safety practices and compliance with specifications and standards
  • Recognizing potential safety hazards and recommending corrective action
  • Interpreting and applying federal and state laws, regulations, policies, procedures, and guidelines relating to civil rights pertaining to highway construction and maintenance projects
  • Preparing written reports
  • Making oral presentations before groups
