East Bay Asian Local Development Corporation (EBALDC) is seeking a regular full-time Property Supervisor II.

The Property Supervisor II is responsible for managing the operations of a portfolio of properties and will ensure properties meet occupancy and financial goals, are leased and maintained professionally and within organizational standards. S/he is responsible for addressing the day-to-day operations of the portfolio and decisions thereof, except where procedures require otherwise. The Property Supervisor will also assist in the development and monitoring of company policies and procedures related to property management; responsible for recruitment, training, development, and supervision of Property Managers, with a primary responsibility for ensuring the physical asset and performance of assigned portfolio.

Key Duties and Responsibilities:

Marketing & Leasing (Occupancy)

  • Direct the performance of property managers in ensuring that the properties are fully leased within fair housing standards and organizational policy
  • Ensure that properties are within regulatory compliance as to funders' or regulatory agencies' requirements, and ensure those requirements are fulfilled
  • Develop written corrective leasing and collection plans when occupancy and receivables is projected to fall below targets
  • Inform Director of Property Management and EVP, Portfolio Operations on all legal issues and/or assumed liabilities pertaining to properties
  • Assume overall responsibility for supervision of rent-up, staffing, and resident move-in plans for new properties, as developed or assigned
  • Assume duties of a property manager as needed during staffing vacancies (manage and perform renting activities, rent collections, and administrative duties)
  • Respond to elevated resident issues, complaints and requests professionally and in a timely manner

Property Maintenance & Security

  • Ensure each property is maintained in accordance with general building standards and with EBALDC's business judgment as to the building's long-term sustainability goals and Housing Quality Standards
  • Ensure that all service requests and unit turnovers are addressed and completed by site personnel in a timely and cost-effective manner and within policy
  • Ensure that portfolio properties are well-maintained and repaired, annual unit inspections are conducted timely, and emergency services are provided, as needed
  • In conjunction with the Facilities Manager and Property Manager, ensure the development and execution of the Preventive Maintenance program which also includes and is not limited to, Capital Improvements and Occupied Rehabs, and all budgeted repairs and improvements are carried out for each property timely, within budget, and in accordance with the approved Vendor List and Procurement policies

Planning & Budgeting

  • Ensure property managers collect, deposit, and appropriately process all rental payments, other charges, and any collect all arrears
  • Prepare and review annual site plans, which includes and is not limited to, staff development, maintenance, security, appearance improvement, cost controls, budgets, energy efficiency, and safety in conjunction with the Property manager
  • Responsible for maintaining financial benchmarks, developing operational budgets, monitors and analyzes monthly financials for each property in conjunction with the Property Manager to anticipate and correct problems and establish written corrective action plans where needed

Monitoring Performance & Compliance, Recordkeeping & Reporting

  • Spend at least 50% of time in the field in one-on-one contact with Property managers and their staff
  • Provide formal monthly reporting of status and projections for all properties to the Associate Director
  • Prepare and submit timely written reports as required by lenders, investors, or governmental entities
  • Ensure that adequate records are maintained and up-to-date on portfolio properties
  • Direct and guide the Property Managers and development in ensuring the properties are operating professionally, fiscally sound, and efficiently
  • Ensure that properties are operated in a manner consistent with EBALDC policies, procedures and standards
  • Ensure that all properties are above the neighborhood standard in appearance
  • In coordination with the Compliance Manager, ensure that all properties meet compliance requirements for all applicable agencies
  • Conduct on-site audits to ensure compliance with rent rolls, receivable, leasing, contractual agreements, and ensure compliance and maintenance of resident occupancy and maintenance files

Personnel & Staff Development

  • Provide for a positive work environment for employees in the portfolio
  • Ensure the selection of qualified staff using consistent selection criteria
  • Provide on-the-job and formal management training and coaching where needed to maintain and improve skills
  • Provide career development guidance, make promotional decisions consistent with EBALDC career paths and ensure that adequate replacements are available to cover vacations, leaves and job vacancies
  • Ensure that office procedures are efficient and effective, automated where possible, and that managers utilize computer resources
  • Support and comply with affirmative action goals
  • Complete performance evaluations of property managers
  • Assist in hiring and terminations

Supervisory Responsibilities:

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Required Knowledge, Skills & Abilities:

  • Ability to work with diverse populations

  • Excellent negotiating, organization and planning skills
  • Knowledge of landlord-resident laws and procedures
  • Knowledge of building maintenance systems (e.g., HVAC, plumbing, electrical)

  • Flexibility to operate effectively in a fast paced, team-oriented work environment
  • Strong customer service and follow-through skills
  • Strong computer literacy with proficiency in MS Word, Excel, Outlook
  • Travel inter-site through portfolio as necessary (60-70 % of time)
  • YARDI experience
  • Tax Credit Occupancy Specialist Certification or ability to attain within six months of hire
  • Experience as a supervisor of multi-family housing or five (5) years' experience as a manager of multi-family housing, and three years' experience as a Property Supervisor of Affordable Housing
  • Must have valid California Driver's License and transportation to sites

Physical Demands:

  • Capacity to work in heights (roof tops), cramped spaces (basements), less than hospitable spaces (storage), and hot or cold environments
  • Ability to work with different trades people

Salary Range: $100,000 annually
