The Mission of the Department of Public Instruction:

The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

The North Carolina Department of Public Instruction is seeking applicants for an Education Test/Account Consultant II (Working Title: Office Test Design Consultant) for our Office of Accountability and Testing.

The Office of Accountability and Testing is responsible for developing and implementing the Annual Testing Program in grades 3-12 and the school accountability program. To accomplish its mission, the office is comprised of four sections: Testing Policy and Operations, Test Development, Psychometric and Test Design, and Analysis and Reporting. The work of the office is organizationally and technically complex and requires daily application of statistics, research and design methods, and logistical planning. Administrative and policy decision-making at the levels of the U.S. Department of Education, U. S. Congress, the North Carolina General Assembly, the State Board of Education, and the Department of Public Instruction directly and indirectly impact the office's activities and its operations on a routine basis. The office's work encompasses access and review of highly sensitive and confidential information/data as the assessment program generates results for individual students, teachers, schools, and school districts in the state for grades 3-12.

This position is responsible for providing leadership with managing external technical experts and stakeholders to ensure the design and development of assessments meet state and federal requirements for technically sound, reliable and valid measurements. This position will also serve as the technical liaison in gathering and facilitating office wide tasks, activities and events to implement state and federal legislative requirements, State Board of Education, and agency assessment and accountability initiatives for elementary, middle, and high school grade levels.

Some travel is needed.

NECESSARY REQUIREMENTS:

  • Valid NC Driver's License. Out of State Applicants must have valid Driver's License and acquire NC Driver's License within 60 days of hire.

Master's degree in Education, Tests and Measurement, Education Research, Education/Quantitative Psychology and Statistics, or Statistics, from an appropriately accredited institution and three years of directly related experience in an education environment needed to perform the work; or an equivalent combination of education and experience.
