The Senior Project Manager - Utilities position will provide increased support and project management supervision in support of the campus framework projects present and future. They will Manage the planning, programming, design, and construction administration of technically diverse major maintenance, alteration, additions, renovations, preservation and new construction of university facilities. Responsibilities will be primarily related to utilities and distribution.
Education and Experience
- Bachelor's degree in engineering or architecture or related field.
- 8 years of relevant project administration/management experience. Utility construction experience is required.
Skills and Knowledge
- Demonstrated ability to effectively communicate across levels (verbal and written), collaborate, and pay attention to details.
- Utility construction (including site utilities and site restoration) experience required. Utility design experience preferred.
Responsibilities
Project Development
- Support planning group in the completion of feasibility studies and the transition of feasibility studies into executable funded projects.
- Provide planning group with feedback on constructability, building and departmental particulars, and project approach to aid in project development.
- Work collaboratively with university utility related groups, consultants, municipalities and utility service providers, assist in the development of utility master planning documents, and lead the implementation efforts of individual construction projects.
Project Design
- Facilitates the design process for projects designed by university staff and consulting firms.
- Prepares Request for Proposals and oversees the consultant selection for assigned projects.
- Collaborates with University staff, architectural and engineering consultants, and client groups with the establishment of project schedules, and the development and review of construction documents.
- Assures input and review of construction documents from applicable University stakeholders and communicates feedback to the design team.
- Determines project schedule requirements. Establishes components of the project budget and manages the overall project budget.
Bidding and Contracting
- Oversee bidding, contractor selection and the purchasing process for owner provided material.
- Compile and distribute bidding documents, review bids, develop selection criteria where applicable, and documents selection with recommendation and justification documentation.
- Draft contracts using standard university agreements and ensure timely processing and execution of agreements.
Construction Administration
- Lead and manage contractors, consultants, vendors, and university staff through design and construction.
- Coordinate all aspects of construction administration to ensure proper documentation is processed and filed accordingly, i.e. requests for information, requests for proposal, change orders, field reports, testing results, applications for payment, etc.
- Lead and manage utility construction in a collaborative team with Physical Plant Utilities, Steam Station staff, University's Utility Systems Engineer, and CPDC Utilities Manager.
- Coordinate projects closely with Physical Plant to ensure all necessary support services are in place, coordination of system or spatial outages are complete, and notifications are timely, and that construction activity does not impact adjacent operations or campus facilities.
- Communicate and Coordination with campus operations staffs to provide awareness of project scope, impacts on campus, and visual expectations.
- Receive feedback from these groups and modify execution accordingly. This group includes the following: DPS, Safety, EHSS, Parking and Transit, Housing and Food Services, Physical Plant, Office of Residence Life, Building Supervisors and Building Coordinators.
- Provide timely periodic reports to Associate Director for Project Management on projects status, to include construction schedule, budgetary status, and areas of uncertainty.
- Monitors the progress of construction to assure timely completion and desired level of quality.
- Coordinates the orientation and training of maintenance personnel related to the startup of systems and new equipment.
- Performs punch listing, obtains project closeout documents (O&M manuals, as built and record drawings).
- Closeout of project budget and ensures all project documentation is received and filed.
