Technical Contracts Supervisor - Pipeline Construction (Anacostia) WSSC Water - 3.6 Hyattsville, MD Job Details Full-time $93,240 - $158,760 a year 2 days ago Qualifications Contract management Mid-level 3 years High school diploma or GED Bachelor's degree Contracts Construction Leadership Pipeline GIS Full Job Description The Technical Contracts Supervisor enforces the technical requirements for new and rehabilitated construction contracts relating to water distribution and sewer collection as well as paving and landscaping restoration. This position supervises subordinate technical/inspection personnel assigned to them while acting as the Commission's representative in the field. Essential Functions Supervises construction inspectors, both WSSC Water employees and consultant staff, including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or terminating or recommending termination Manages project scope, schedule and budget throughout the construction contract life-cycle Reviews, recommends revisions, and enforces general conditions, standard specifications and standard details Communicates by multiple means of media with internal personnel and external customers to explain, update and assist them with understanding and tracking construction projects Interfaces with a variety of WSSC Water departments and with state and local government agencies and municipalities Organizes and presents information at community outreach meetings, ensures public service is maintained and complaints are promptly addressed on all projects Works closely with customers impacted by construction, including those who have complaints related to any construction project and determines proper corrective actions to resolve the issue or direct the problem to another department that can handle the customer's complaint In conjunction with the administrative contract manager, schedules and conducts preconstruction meetings with the contractor, sediment control specialist, state, county and local agencies Validates contractor pay estimates Negotiates and prepares change and field orders issued by the administrative contract manager Supervises final inspections of completed work and recommends rejection or acceptance Facilitates project closeout by the administrative contract manager Conducts constructability reviews, design critiques, and bid-ready construction package reviews to ensure completeness Prepares daily, weekly, monthly and annual reports Receives, reviews and approves process submittals, closed circuit television videos (CCTV), request for information (RFI), and associated reports from the contractor Drives a vehicle to conduct WSSC Water business Other Functions Is on 24-hour call to work nights/weekends as warranted Serves on committees and work teams Serves as section manager when designated Performs other duties as assigned Work Environment And Physical Demands Combination of office and field work environment Exposure to the seasonal fluctuation in temperatures May be required to enter confined spaces (large diameter pipe, manholes, vaults, etc.) with exposure to loud noises, fumes, odors, dusts, and poor ventilation that would require the use of appropriate personal protective equipment to mitigate these conditions Must be able to lift objects that weigh up to 50 lbs Work varies with contract assignments and location of the services provided by the contract Required Knowledge, Skills, And Abilities Possesses extensive knowledge of the principles and practices of all types of pipeline construction and rehabilitation Possesses considerable knowledge of the materials, methods and inspection techniques of pipeline construction and rehabilitation Working knowledge of soils compaction methods and testing Makes engineering computations, estimates and measurements, including basic line and grade practices Communicates effectively verbally and in writing with co-workers, the public, officials of other agencies and the contracting community Applies dispute resolution and problem-solving techniques Possesses knowledge of contract management principles and practices Utilizes and interprets construction documents Working knowledge of geographic information systems (GIS) and other computer programs Detects construction defects and appraises construction for quality and physical depreciation Works effectively with contractors, state, county, local agencies and the general public Works under limited supervision and plan, assign and supervise the work of technical subordinates Demonstrates team building and group leadership Knowledge of environmental and safety regulations Minimum Education, Experience Requirements Bachelor's degree 3+ years of experience in design or construction of water and sewer infrastructure OR High school diploma or equivalent 7+ years of experience in design or construction of water and sewer infrastructure
