Economic Development Manager

The Economic Development Manager will manage the Economic Development Department and execute the economic development goals and objectives of Tribal Council. The Manager will work with the Division Executive Director and other critical Tribal departments in implementing the Tribe's economic development strategic plan and collaborate with the Pascua Yaqui Development Corporation on economic development activities to improve, build, and diversify the Tribe's economic base.
  1. Perform complex financial analysis, modeling, and pro forma work related to economic development involving economic models, feasibility studies, financial projections, business plans, and tracking industry trends.
  2. Prepare, administer, and control the department?s operating budgets.
  3. Work with the Division Executive Director and tribal departments in implementing the Economic Development Strategic Plan.
  4. Collaborate and partner with the Pascua Yaqui Development Corporation on economic development activities.
  5. Provide marketing research & planning, resource planning, operational analysis, risk identification & mitigation, financial analysis for investments, partnerships, joint ventures, start-ups, and merger & acquisitions, as well as, other economic development projects.
  6. Develop, implement, and evaluate departmental policies, procedures, strategies, and goals; maintain, update, and ensure procedural compliance for programs.
  7. Develop, analyze, and evaluate economic development strategic plans to meet Tribal Council goals and objectives.
  8. Develop new economic development opportunities and programs such business start-ups and entrepreneurships for Tribal members; identify and obtain appropriate financial resources for economic development projects and programs.
  9. Develop Request for Proposals (RFP?s).
  10. Review proposed ordinances and codes that relate to economic development; recommend changes that would encourage or facilitate economic development in desired areas.
  11. Review, analyze, recommend, and negotiate with professional service providers, such as architects, engineers, consultants, attorneys, financial & accounting services, and other value added business service providers.
  12. Develop marketing strategy for leasing tribal owned land and commercial property located both on and off the Reservation.
  13. Evaluate real estate investment and development opportunities for mixed use like residential, office, retail, industrial, and other commercial development potential of properties.
  14. Interface with tribal, local, state, federal, and private sectors representatives in regards to meeting with boards, committees, government agencies, and community meetings.
  15. Responsible for identifying, writing, and the administration of grant funds within the department.
  16. Perform other duties of a similar nature or level as requested by supervisor or director.
Knowledge of:
  • Principles and practices of business and economic development;
  • Financing instruments and strategies for both equity and debt financing of business and tribal development projects;
  • Project management principles;
  • Valuation of companies methodologies;
  • Research methods and report and RFP writing techniques;
  • Letter of Intent, Term Sheet, Purchase & Sales Agreement and Business Plans;
  • Word processing, database management, and spreadsheets;
  • Real Estate planning, permitting, zoning and land codes;
  • Business English and basic statistical calculations;
  • Yaqui culture, customs, resources and traditions and/or a willingness to learn.

  • Good communication and interpersonal skills as applied to interaction with co-workers, supervisor, management, Council members, and the public. Have ability to sufficiently exchange or convey information and receive verbal and written work instructions
Bachelor's Degree in Real Estate, Business, Finance, Marketing, Property Management, or related field and five (5) years of experience; OR An equivalent of seven (7) years of professional and/or management experience in business/corporate, nonprofit, and/or commercial real estate development, project management, or similar field.
  • MBA, CPA and/or or related Master?s Degree preferred, but not required;
  • Bilingual in English/Spanish preferred, but not required.
Special Requirements:
  • Must possess and maintain a valid Arizona Driver's License;
  • This position will require the incumbent to work non-traditional hours, nights, and weekends.
