Under general supervision, plans, organizes and coordinates various permit processes, and assists with safety policies and plans, complying with Mine Safety and Health Administration (MSHA) standards relative to Western Sand and Gravel operations. This position is on-call for emergency situations and must report on-site within 30 minutes.
Essential Duties and Responsibilities include, but are not limited to, the following:
Abides by Company Safety Program and Policies, while performing duties safely.
Understands and becomes familiar with MSHA regulations, manages MSHA safety plan, records, and submittals.
Assists with developing safety policies and safety plans, coordinates development of policies and plans with supervisors and manager, oversees execution of program policies.
Conducts internal safety audits; inspects and monitors facilities and equipment for MSHA regulatory compliance, works with MSHA inspectors during inspections and audits at all Western Sand & Gravel plants; reviews citations with inspectors and staff.
Assists in accident investigation and reporting.
Assists in DOT compliance and record keeping.
Coordinates required permits and assures they are done according to standards or needs, develops schedules and processes for permit applications.
Works with contractors and engineers on coordination of designs and submittals to applicable agencies.
Assures contract documents are reviewed and applied as needed, files and monitors permit documents.
Coordinates with various departments and companies to ensure all appropriate permits and regulations are followed.
Performs administrative tasks such as creating and managing documentation, recording and filing of production and plant gradation reports, answering phone calls, etc.
Travels to company work sites in company provided vehicle to perform duties and tasks.
Other duties as assigned.

Education and/or Experience:
Bachelors degree in construction management/engineering or related field; and 2 years experience in construction, skilled trades, maintenance or related field; or an equivalent combination of education and experience.
Certificates, Licenses, Registrations:
Valid NE drivers license and insurable under the companys insurance program.
Computer Skills:
To perform this job successfully, an individual should have knowledge of Spreadsheet software and Word Processing software.
Other Skills and Abilities:
Must have working knowledge of construction and building equipment. Must have good troubleshooting skills and a high degree of attention to detail. Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, plants or other structures such as highways and roads. Demonstrated knowledge of cost control, cost reporting and project schedule management. Must possess strong oral and written communication skills. Ability to read, analyze, interpret and accurately obtain necessary information from related source documents/data such as design plans and specifications, and other reference materials. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of contractors, customers, and the general public.
Other Qualifications:
Ability to read blueprints, floor plans and wiring diagrams. Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models. Must be able to work independently with minimal supervision. Must be a self-starter. Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. Must be able to define problems, collect data, evaluate resource documents, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Physical Demands:
While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands, and fingers to handle, or feel; reach with hands and arms and effectively communicate. The employee may occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision and ability to adjust focus. Must be able to navigate construction stages and landscape of a project.
Work Environment:
While performing the duties of this Job, the employee is frequently exposed to adverse outside weather conditions. The noise level in the work environment is usually moderate to loud. This is a tobacco free campus and facility.
