Prince William Countys Department of Public Works, Solid Waste Division, is seeking a highly motivated and experienced Assistant Superintendent to join our team at the Countys Municipal Sanitary Landfill in Manassas, Virginia. This position is responsible for overseeing daily landfilling operations and supervising personnel to achieve operational objectives and regulatory compliance. The Landfill Assistant Superintendent also plays a key role in project coordination, equipment procurement, and safety programs. This position may serve as the acting facility manager in the absence of the Landfill Superintendent.
The ideal candidate will have a high school diploma and a minimum of five (5) years of recent, progressive experience related to active landfilling operations or construction site development and at least three (3) years of direct supervisory experience. The Landfill Assistant Superintendent works primarily independently, both in the office and in the field, under the supervision and direction of the Landfill Superintendent. The work requires sound and ethical judgment and the ability to read, understand, and conform to a wide range of complex regulatory requirements and permits. Knowledge of the methods and best practices for planning, organizing, and supervising active landfilling operations and maintenance of closed areas is required. The ability to read, understand, follow, and implement topographic drawings, construction drawings, and reports is essential.
Responsibilities in this role may include, but are not limited to the following:
- Operations Management Oversee daily operations of the active sanitary landfill and closed landfill areas in conformance with applicable regulations, permits, engineering drawings, best practices, and established standards. Review construction drawings, establish and check grades, oversee filling activities, and ensure construction conforms with design drawings. Oversee and coordinate various contractor activities on site.
- Employee Supervision and Leadership Directly supervise up to 30 employees, including hiring, training, evaluating performance, and mentoring staff. Foster a collaborative, safety-focused workplace. Establish priorities, create work schedules, monitor work efforts, and develop and implement solutions to improve teamwork and efficiency and address operational issues.
- Environmental Compliance Ensure proper maintenance of the landfills environmental control systems related to air, landfill gas, groundwater, stormwater, leachate, and sediment & erosion control. Prepare and maintain operational and regulatory documentation and reports. Use computers and computer software, including Microsoft Outlook, Word, and Excel.
- Facility and Equipment Management Assist in coordinating the maintenance, repair, and replacement of facilities, vehicles, and equipment to ensure optimal performance and operational efficiency.
- Customer Service Routinely interact with County staff, vendors, businesses, and the public. Handle complex customer inquiries and resolve issues in a professional and tactful manner.
- Process Improvemen t Analyze operational data and employee workflows to enhance efficiency, safety, and customer service. Implement continuous improvement initiatives to optimize facility operations.
Minimum Requirements:
- High school diploma or GED is required.
- Minimum five (5) years of full-time related experience is required.
Preferences:
- A high school diploma or higher-level education is preferred.
- Minimum five (5) years of progressive, full-time experience related to active solid waste landfilling operations or construction site development is preferred.
- A minimum of three (3) years of full-time supervisory experience, including directing and evaluating 10 or more employees in an operational environment, is preferred.
- A minimum of three (3) years of work experience dealing directly with the public in a customer service setting is preferred.
- Proficiency with computers and Microsoft Office software, including Outlook, Word, and Excel.
Special Requirements:
- Special License Requirement A current Virginia Department of Professional and Occupational Regulation (DPOR) Class II Waste Management Facility Operator License or the ability to obtain the license within eight (8) months of hire is required for this position.
- Driving Requirement Having and maintaining a valid drivers license is a requirement of the position. This job also requires driving a county vehicle.
- Essential Service Requirement This position is designated as an essential employee. Responding to emergencies, inclement weather, and other issues that may impact facility operations before or after regular working hours, including on holidays and weekends, is required.
- Personal Protective Equipment (PPE) This job is a safety-sensitive position that requires wearing personal protective equipment, including but not limited to safety shoes, safety vest, and hard hat.
- Physical Requirement This job requires lifting to 50 pounds, exerting up to 50 pounds occasionally, 20 pounds frequently, and 10 pounds constantly to move objects. The work is generally performed in both inside and outside environments and may be exposed to vibrations, intense noises, moving mechanical parts, electrical currents, chemicals, fumes, odors, dust, gases, inadequate lighting, and poor ventilation. The ability to safely work in inclement weather and around vehicular traffic and heavy equipment is required. The job also requires the ability to routinely walk long distances over rough terrain in noisy and dusty conditions, as well as climbing, balancing, bending, stooping, kneeling, crouching, reaching, standing, pushing, pulling, and grasping.
- Pre-employment Requirement Successfully passing a pre-employment physical examination is a condition of employment for this position.
Work Schedule:
The typical work schedule for this position is 37.5 hours per week. Working some weekends and holidays is required. Shift days and hours are subject to change based on business needs. Working outside of regularly scheduled hours with little or no notice may be required in the event of inclement weather or a department or County emergency.
Starting Salary Range: $84,444.76 to $111,491.27 annually
