This position is represented by the Plumbers & Pipefitters, Local 367 Union and is subject to the current agreement between the Municipality of Anchorage and the Plumbers & Pipefitters, Local 367 Union.
DEPARTMENT: Development Services
HOURS OF WORK: Monday through Friday; 7:00 a.m. to 3:30 p.m.
LOCATION OF WORK: 4700 Elmore Road, Anchorage, AK
To be considered for employment, applicants must be legally authorized to work and accept employment in the United States. The Municipality of Anchorage is not able to provide any type of sponsorship, including Student Visas and Employment Visas, under any circumstances.
Inspects buildings and structures during construction as well as those undergoing alteration, repair, etc. Assesses compliance with mechanical and plumbing codes and writes inspection reports about code issues found. Performs backflow assembly certification tests on new valve installations. Inspects commercial buildings when required by ordinance, for annual licensing. Maintains accurate logs, files, reports and code reference materials. Responds to inquiries regarding various code issues. Attends and participates in meetings, training sessions, and technical seminars. Assists with code abatement inspections and performs other duties as assigned. Position requires daily driving to visit inspection sites. The lead foreman position is distinguished from other mechanical inspector positions by the responsibility to provide lead direction to municipal building inspectors who inspect new and existing buildings and structures to enforce conformance to applicable municipal building codes related to structure, mechanical, electrical, plumbing and other building systems. Lead foreman duty includes responsibility for assisting other inspectors with difficult inspections problems. Lead foreman is also responsible for coordinating and scheduling inspection assignments and for providing training for assigned inspectors. Lead mechanical foreman is also responsible for testing and issuing plumbing and mechanical certificates of qualification for journeyman, apprentices, and contractors in Anchorage, Teaches courses on backflow prevention devices. Perform other duties as assigned or required.
Graduation from high school or GED and four (4) years journeyman experience in appropriate building trade and one (1) year as Working Foreman, and/or Supervisor. Must have attended a recognized apprenticeship program.
Substitution:
Post secondary education, related vocational/technical, or trade school in the field can be substituted on a year for year basis for the non-working foreman, non foreman, and/or non-supervisory experience.
Must possess the following licenses and certifications by the time of hire:
- Valid State of Alaska Journeyman Plumber Certificate of Fitness
- Valid State of Alaska Driver's License with satisfactory driving record
Must possess or be able to obtain the following certifications within one (1) year of hire:
- Plumbing Inspector Certification
- Mechanical Inspector Certification
- Backflow Assembly Tester Certification
- Backflow Assembly Prevention Instructor Certification

If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted Background Check. A Background Check encompasses criminal history, verifying education, and verifying dates of employment.
If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's Alaska Driver's License and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaska Driver's License was first issued within one year prior to application, documenting an acceptable driving history. If selected for hire, appointment in this position will be conditional upon the submission of current copies of Plumbing & Mechanical Inspector Certifications; and Backflow Assembly Tester & Prevention Instructor Certifications.
All required certifications and licenses must remain current for the duration of employment.
Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.
Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual's command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
