POSITION OVERVIEW The work shall be performed at the GSA White Oak Field Office supports the Food and Drug Administration and the U.S. Air Force at the Federal Research Center in White Oak, Maryland. This campus and property consist of approximately 660 acres of federal land and more than 4.5 million square feet of mixed-use space, ranging from offices, laboratories, energy operations plant and forest land. This contract is for the professional services of a Project Manager to support and assist the White Oak GSA Field Office in conducting its project, facilities and property management duties. JOB RESPONSIBILITIES: Project Manager (PM): GSA requires support in the project management field to develop, repair and replace equipment on projects to improve system reliability and efficiency. GSA is seeking a Project Manager to support the GSA White Oak Field Office staff to develop Scopes of Work, Independent Government estimates, procurement documents, and perform construction management of projects involving mechanical, electrical, architectural, structural equipment, spaces and components on White Oak campus that cannot be provided by our current staff. Possesses and manages established relationships and collaborates with key the GSA White Oak team, customers and agency heads at FDA and USAF working closely to resolve problems, issues, lead projects in support of the customer. Possess skills to review and interpret site and construction drawings and maps. Organizes project, repair/alterations and construction documents and drawings for all projects this individual is managing to confidently deliver, understand and interpret construction drawings, review Auto Cad or Sketch-up drawings to represent quality control and oversight programs. Conduct work and/or project inspections in buildings, on campus and equipment, as necessary and provide regular status updates and reports on all projects to the government task manager(s), team members, customers and vendors. Possesses the knowledge to support the missions of the Food and Drug Administration (FDA), the United States Air Force (USAF) and the Geneal Service Administration. Manages and possesses experience with tracking budgets, the government procurement process, creating procurement packages and projects associated at the FDA and USAF campuses with expertise in government regulations (FAR, DFARS, GSA acquisition policies, etc.). Required Qualifications: Contractor must be a United States citizen with a valid driver license, must pass HSPD12 and background investigations. Possesses the background and security clearance access for both FDA and USAF campuses on the White Oak property. Contractor must possess an Engineering degree with experience in Construction and Project Management. Experience in Value Engineering and how best to resolve issues is preferable. Possesses the potential to gain knowledge, skills and abilities to accomplish these responsibilities with increasing independence. Experience with Microsoft Office (Project, Outlook, Teams, etc.), BlueBeam (auto-cad software), KAHUA and RS Means. The contractor must also be able to follow written and oral directions. Foster and sustain effective working relationships and rapport with the government authorities. Minimum 10 years of experience managing projects with budgets up to $250,000.00.
