SUMMARY
Under the supervision of the Water Production Superintendent, this position assists in managing and supervising the Water Production, Water Transmission and Surface Water Treatment Departments in such a manner that ensures potable water complies with all state and federal rules and regulations while meeting customer needs and the goals of the City of Amarillo. Duties include planning, detecting, coordinating and evaluating activities involving the operation, management, facilities, staffing and treatment methods.
ESSENTIAL RESPONSIBILITIES
- Supervises the maintenance, electrical, instrumentation and operations staff for Surface Water Treatment, Water Production and Water Transmission to reduce equipment downtime while providing adequate water for domestic and fire protection.
- Supervises the operations of the Surface Water Treatment, Water Production and Water Transmission departments. Supervise system operation to effectively minimize production, transmission and treatment costs, and customer complaints. Effectively manage water resource allocations to maximize sustainability. Insures the departments can maintain sufficient production to meet maximum system demand and develop contingency action plans for unexpected interruptions of water supplies.
- Effectively monitors the operation of the Osage Plant Laboratory, ensuring that analytical results are produced and recorded in a timely manner, and that the results accurately represent plant operating conditions.
- Supervises employees, including the discipline, hiring, training and termination of employees for departments.
- Organizes and orchestrates asset management needs for three Departments. Ensuring that all assets, tasks, work orders, PM's, Inspections and data relative to the Cartegraph system is being entered and organized by staff properly.
- Ensures the supervisors for each department are working towards a central goal of supplying the city of Amarillo with a constant and quality supply of water.
- Assists in managing the annual fiscal year budgets for each of the departments.
- Prepares and implements a management and Capital Improvement plan for the department including operation, operation contingency, operation and maintenance funding, capital funding, personnel projection, safety and emergency preparedness. Plans will be constructed with the guidance of the Department Head.
- Prepares and processes purchase orders.
- Facilitate all needed work during and after work hours, weekends and holidays. This includes organizing and ensuring after-hour and emergency response teams when needed to ensure system functionality.
- Oversees inventory and property management.
- This position could serve as the safety liaison for the Departments
- Makes recommendations that impact the department budget.
- Assists in managing the budget within the department.
- Approves purchases up to $5,000 without approval from supervisor.
- Reviews employee performance evaluations.
- Guides, directs and reviews employees work progress as needed.
- Provides customer service on a daily basis, responding to emails from customers and meeting with contractors.
- Assists the Department Head with preparation, administration and review of budgets for three departments in a fashion that is both cost effective and efficient in its application.
- Supervises technical and non-technical personnel in a manner that reduces leave without pay, sick leave, other forms of absenteeism and tardiness while maintaining a professionally trained staff with a good degree of morale.
- Assists in formulating departmental policies that elevate performance and constructs accountability across all the Departments.
- Supervises the adherence to regulatory statutes including EPA, Health Department, TCEQ, Water Commission and Water Conservation Districts in a manner that meets all regulatory and licensing requirements.
- Supervises and assists with preparation of reports concerning annual production, water quality, monthly TCEQ Reports and annual maintenance reports in a manner that is both accurate and usable.
- Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS
Requires a minimum of six years of experience in the operations and/or maintenance of a water treatment plant, transmission system and/or well fields, with three years of experience in a supervisory position. An associated degree in a related field is preferred. TCEQ Class A Water Operators license is required within 12 months of hire date. TCEQ Class B Water/Groundwater or Distribution license required. OSHA 10, Confined Space certification preferred.

- Ability to operate computers for data entry and word processing.
- Ability to manage employees developing, installing, or repairing technology systems.
- Strong verbal and written communication skill.
- Ability to operate computers and other basic office equipment.
- Ability to lead large groups of staff.
- Ability to create and guide implementation of capital improvement plans or programs.
- Ability to create plans for and guide implementation of major construction projects.
- Project Management skills
- The ability to work in an environment where deadlines must be met and customer complaints are handled professionally.
- Ability to manage stress when mechanical failures arise.
