Position Summary:

The Safety Manager is responsible for the overall safety of all employees of the Isleta Resort & Casino (IRC). As needed, this position provides special guidance and assistance to all regarding employee safety and all associated laws/regulations. This position oversees, develops, recommends and administers approved, new or modified plans/programs for the Safety Team and oversees the administration of existing plans. This position develops cost control procedures to assure maximum coverage at the least possible cost to company and employee.

All Team Members will display 100% commitment to World Class Guest Service through the delivery and maintenance of Guest Service Standards established by the Isleta Resort and Casino.

Essential Functions and Responsibilities: This list of tasks is illustrative ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class. General duties:

  • Ensures the Isleta Resort and Casino is in compliance with all federal, state, and OSHA codes and regulations.
  • Implements the Injury and Illness Prevention Plan to include but not be limited to safety programs such as: Hazard Communication Program, Exposure Control Program, Respiratory Protection Program, Confined Space Entry Program, Heat Illness Prevention Plan, and other Casino and OSHA required health, wellness, and safety programs.
  • Maintains files for all site required documentation related to safety issues (i.e. accident reports, inspection reports and training logs).
  • Oversees investigations and the root cause analysis for accidents involving injury and safety related issues.
  • Maintains the Material Safety Data Sheet (MSDS) application and provides training to the departments, as needed.
  • Coordinate and track all safety training as required (new hire, transfers, promotions, new equipment, new processes, annual safety reviews, etc.).
  • Promotes a safety culture by developing and maintaining a safety information program through various communication methods including bulletin boards, monitors, online internal communications, etc.
  • Develops educational and awareness campaigns and manages special projects related to business continuity, emergency planning and loss prevention.
  • Oversees site and department safety inspections for all IR&C on a scheduled basis. Track documented findings and implementation of corrective action.
  • Assists in collection of statistical data related to exposure controls and occupational illnesses and accidents.
  • Interacts with outside vendors in a professional manner. Accompany vendors on-site inspections for fire suppression, instrument calibration, health and safety monitoring, etc.
  • Ensures full compliance with departmental Internal Controls, policies, procedures and regulations.
  • Provides pertinent reports, such as inspection results, loss prevention, emergency planning, etc. to Leadership, Tribal Council, POIGRA, and CEO.
  • Responsible for all day-to-day functions and work schedules involving safety personnel and maintaining spreadsheets, databases, records, and files of all safety section activities.
  • Plans, organizes, directs and evaluates the performance of assigned team members; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development.
  • Provides day-to-day leadership and works with team and property to ensure a high performance, customer service-oriented work environment that supports achieving the departments mission, objectives and values regarding team building and employee empowerment; applies process improvement and quality management and serves as member of the IRC Safety Committee.
  • Plans, organizes, controls, integrates and evaluates the work of the Risk and Safety program with staff; develops, implements and monitors work plans to achieve safety/risk mission, goals and performance measures; directs the development of and monitors performance against budget.
  • Plans, organizes, supervises and participates in development and administration of a comprehensive safety program, including organizational safety, occupational health and safety, fire protection, traffic safety, hazardous materials and environmental hazard abatement to ensure compliance with all tribal, federal and state laws and regulations for employee occupational health and safety.
  • Directs and oversees the development of new programs to improve workplace safety and reduce exposures to the property; directs the investigation of accidents and injuries and the evaluation of claims and settlements.
  • Oversees the propertys Safety Committee.
  • Develops, recommends and implements Injury and Illness Prevention Program SOPs and initiatives to comply with all regulatory requirements and to reduce incidents of employee accidents and injuries; serves as advisor and consultant to property leadership/ management on the design and implementation of safety programs; monitors safety program compliance through review of accident reports, property visits and safety committee reports and suggestions; supervises and participates in the development and delivery of safety training programs for managers, supervisors and employees.
  • Oversees special and periodic inspections of property and operations to identify safety hazards and issues notices of hazards and required abatements

Accountability and Supervision:

Directly supervises Safety and Risk Teams:

  • Initiates and administers tangible supervisory employment actions and responsibilities in accordance with the Resort and Casinos policies, SOPs, and applicable laws. Responsibilities include initiating interviewing, hiring, and training employees; initiating planning, assigning, and directing work; initiating appraising performance; initiating rewarding and disciplining of employees; initiating promoting, demoting, and reassigning employees; and addressing complaints and resolving problems.
  • Oversees Safety/Risk Administration for IRC property
  • Must comply with and maintain all confidentiality requirements imposed upon all employees of the Human Resources Department.

Education and Experience:

  • High School Diploma required.
  • Associates Degree in Human Resources or related field required; Bachelors Degree preferred.
  • OSHA 10 or OSHA 30 required or able to obtain within first 6-12 months of employment; possess current valid CPR Red Cross Instructor and Advanced First Aid certificates or ability to obtain within one year of employment and maintained on a continuing basis.
  • Certification as a Certified Safety Professional is preferred.
  • Possession of an Associate in Risk Management (ARM) and certification as a Certified Safety Professional is preferred.

Experience:

  • (High School Diploma) Minimum of five (5) years in Administration or Human Resources.
  • (Associates Degree or above) A working knowledge of OSHA; Workers Compensation and Safety programs.. .

Or an equivalent combination of relevant education, experience, and training.

Special Requirements, Licenses, and Certification

  • Must be able to acquire and maintain Key Gaming License issued through POIGRA.
  • Must be able to successfully pass a pre-employment drug test and background investigation.
  • Must be flexible with work schedule. Must be willing to work any days/hours as needed or required to meet business needs.
  • Must maintain all Isleta Resort and Casino-wide educational and certification requirements.

Knowledge, Skills, and Abilities:

  • Must possess and exhibit a strong understanding and working knowledge of tribal, federal, state, and employment law relating to all benefits, safety and OSHA administration including risk management and risk mitigation/financing principles and procedures, insurance statutes and regulations and insurance contract language.
  • Must possess strong knowledge of the methods and practices for conducting accident and work place safety audits and investigations in addition to injury and illness prevention programs, safety policies and procedures.
  • Must possess general working knowledge of standard safety equipment used in resorts and casinos and public spaces.
  • Must possess and exhibit moderate computer skills with related software applications to include Microsoft Office, Outlook, Infinium and Kronos.
  • Must possess and exhibit strong organizational and time management skills with the ability to multi-task and meet deadlines under high levels of stress under minimal supervision.
  • Must possess and exhibit strong communication and interpersonal relations skills both verbally and in writing; must possess strong critical and analytical thinking skills.

Physical Demands and Work Environment

  • Must be able to lift, move, and place 25 pounds.
  • Must be able to stand, walk, and/or sit for extended period of time.
  • Must be able to maneuver within a work area in close surroundings.
  • Work is generally performed in a fast-paced office setting with possible exposer to hazards, Blood Borne Pathogens, and unusual elements such as: dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises
