The Street Transportation Department has a vacancy for a Senior ITS Traffic Engineer (Traffic Engineer III). This position oversees the day-to-day operations of the City's Traffic Management Center (TMC) within the Arterial Systems Management Section. The TMC manages the City's over 1,200 signalized intersections through the Advanced Traffic Management System (ATMS). Duties include directing Signal Systems Specialist II's and I's engaged in technical duties such as traffic signal timing and coordination, traffic modeling and simulations, traffic signal studies and computerized traffic signal programming and control. The Senior ITS Traffic Engineer will proactively oversee and manage traffic utilizing Intelligent Transportation Systems (ITS) devices, coordinating, and managing traffic for special events and incidents in real-time, and handling complaints and inquiries from the public regarding traffic signal operations such as phasing, timing, or maintenance history. This position must perform work that requires a high level of competence and expertise, critical thinking, and strong interpersonal skills to successfully deal with a wide range of stakeholders.
This position will also represent the City in meetings with city, county, state, and federal agencies, as well as other public agencies, and professional organizations. Some of these speaking events are held after normal work hours and occasionally on weekends, requiring flexibility of scheduled work hours. Currently there is one vacancy in the Street Transportation Department. The Senior ITS Traffic Engineer will report the Traffic Engineering Supervisor.
IDEAL CANDIDATE
Knowledge of:
- Traffic engineering principles, construction and maintenance practices.
- Traffic control devices such as traffic signals, pedestrian hybrid beacons, and rapid flashing beacons.
- Computerized traffic control systems such as advanced traffic management systems such as KITs, TransSuite, or Centracs.
- The principles, techniques and methods of pavement marking and traffic routing.
- Current literature and research in the field of traffic engineering and intelligent transportation systems.
Ability to:
- Perform a broad range of supervisory responsibilities over others.
- Compile statistical data and prepare reports on traffic problems.
- Communicate orally in the English language with customers, clients, and the public using a telephone or in a one-to-one or group setting.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Enter data or information into a terminal, PC, or other keyboard device.
- Handle high level sensitive traffic related requests in a thorough and timely manner.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
- Comprehend and make inferences from written material in the English language.
- Use graphic instructions such as blueprints, schematic drawings, layouts or other visual aids.
- Observe data or objects to determine compliance with prescribed operating or safety standards.
Proficiency in:
- Traffic signal timing and operations, Traffic modeling and analysis, Light rail operations, and network configurations.
SALARY
Pay Range: $93,121 to $137,592 annually
Hiring Range: $93,121 to $124,800 annually

MINIMUM QUALIFICATIONS
- Three years of experience in the field of traffic engineering.
- One year at a senior traffic engineering level.
- Bachelor's degree in engineering, including courses in traffic engineering or transportation engineering, or a directly related field; Master's degree preferred.
- Must be registered in the State of Arizona as a Professional Engineer within 12 months of hire; current certification as a Professional Traffic Operations Engineer preferred.
- Other combinations of experience and education which meet the minimum requirements may be substituted.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Certification as a Professional Traffic Operations Engineer (PTOE).
- Experience with intelligent transportation systems, advanced transportation management systems, programming traffic signal controllers, traffic signal systems, and other related equipment.
- Experience in traffic signal timing, modeling, and performing calculations for yellow change, red clearance, and pedestrian clearance intervals.
- Supervisory experience
- Experience working in a real-time traffic management environment such as a traffic management center.
- Knowledge of the MUTCD (Manual on Uniform Traffic Control Devices) and other industry standard traffic engineering practices.
- Project management experience.
