ABOUT THIS POSITION

The Street Transportation Department, Traffic Services Division ensures safe movement for vehicles, bicyclists, and pedestrians. The Traffic Services Division has a vacancy for a Neighborhood Traffic Operations Engineer (Traffic Engineer III). This position will manage and provide technical analysis, design guidance, and quality assurance for a variety of City and non-City projects. Under the general supervision of the Traffic Safety Engineering Supervisor, the Neighborhood Traffic Operations Engineer will make key decisions and recommendations on projects, utilizing technical and communication skills across a broad range of operational elements. The position requires a high level of competence and expertise, engineering judgement, critical thinking, and strong interpersonal skills to effectively interact with a diverse array of stakeholders. The Neighborhood Traffic Operations Engineer may represent the City in meetings with city, county, state, and federal agencies, as well as other public organizations, community and residential groups, and professional associations. Some of these meetings may take place outside of normal working hours, including evenings and weekends, necessitating a flexible schedule.

This position oversees the traffic calming program, the traffic investigation section, the school safety program, and other transportation initiatives, which involve managing operational and capital budgets. Additional responsibilities may include specialized areas such as traffic safety, bicycle facility design, traffic capacity analysis, parking management, traffic signal warranting, pavement marking and signing, and the selection of appropriate traffic control devices. The role involves frequent interaction with the public and occasional contact with elected officials and media. The Neighborhood Traffic Operations Engineer will also give presentations on the traffic calming program, the school safety program, and other transportation initiatives to neighborhood associations, schools, and the general public. This position supervises professional and paraprofessional engineering staff who assist with traffic calming, and school safety.

IDEAL CANDIDATE

  • Strong written and verbal communication skills include the ability to prepare and deliver effective reports and presentations.
  • Knowledge of best practices in transportation design, including those found in the Manual on Uniform Traffic Control Devices (MUTCD), National Association of City Transportation Officials (NACTO) guides, and other relevant publications.
  • Excellent interpersonal skills with the ability to build rapport and work collaboratively with diverse groups, including the public, outside agencies, and internal departments.
  • Demonstrated ability to effectively lead and manage multi-disciplinary teams, ensuring cohesive collaboration and successful project completion.
  • Ability to effectively communicate technical and non-technical issues with a diverse range of audiences.

SALARY

Pay Range: $93,121 to $137,592 annually

Hiring Range: $93,121 to $124,800 annually

MINIMUM QUALIFICATIONS

  • Three years of experience in the field of traffic engineering.
  • One year at a senior traffic engineering level.
  • Bachelor's degree in engineering, including courses in traffic engineering or transportation engineering, or a directly related field; Master's degree preferred.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.
  • Must be registered in the State of Arizona as a Professional Engineer within 12 months of hire; current certification as a Professional Traffic Operations Engineer preferred.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus experience in/with:

  • Maintaining a professional demeanor and possessing soft skills to collaborate effectively with internal and external customers.
  • Applying MUTCD, NACTO, and other industry standard traffic engineering practices.
  • Coordinating and delivering technical presentations to agencies, the City Council, boards, commissions, and the general public.
  • Evaluating technical information.
  • Developing and managing budgets.
  • Supervising a multi-disciplinary team.
  • Preparing reports and presentations.
