BRIEF DESCRIPTION:

The purpose of this position is to manage the treatment of the wastewater and maintenance of lift stations in the Resource Recovery division. This is accomplished by planning and organizing activities and jobs, overseeing the laboratory, working with engineers on special projects, gathering and submitting project data, supporting other departments, and preparing the operating and capital budget. Other duties include coordinating tours and conducting interviews.

LICENSING REQUIREMENTS:

Driver's License Required - Y Type - C

Texas Class A Wastewater Operator Certification.

OTHER REQUIREMENTS:

Employees of this class must wear a self-contained breathing apparatus; thus, facial hair is prohibited.

This position is expected to regularly work in or around bodies of water greater in depth than 4 feet, which may pose hazard, especially in the absence of swimming ability.

ESSENTIAL FUNCTIONS

1 L Regular and reliable attendance in compliance with given schedules is a mandatory requirement of this position. Schedules may be subject to change with or without advance notice

2 S Completes administrative tasks by preparing and managing the annual budget, researching information, recommending purchases, expenditures, capital equipment and staffing levels, presenting budget or recommendations, monitoring ongoing expenditures, recommending budget adjustments, developing and administering division policies and procedures, preparing and submitting reports to state and federal regulatory agencies, coordinating projects with other departments, preparing specifications for annual contracts, procuring equipment, materials and supplies, certifying locations for all septic waste haulers, and scheduling and assigning staff duties and responsibilities.

3 L Manages wastewater treatment facilities by establishing and monitoring operational policies and procedures, making process control adjustments to optimize effluent water quality, reviewing engineering plans and making recommendations, completing permit renewal applications, conducting random checks of locations, reading blueprints, maintaining all employee information, and assisting with special design applications.

4 S Manage all field activities ensuring compliance with all related Federal and State regulations governing Wastewater Collections Systems; schedule and assigning tasks, reviewing ongoing work, reviewing plans for new construction or system modification, supervising preventive maintenance programs and rehabilitation televising, and completing budget reports.

5 S Manages staff by participating in the hiring process, recommending staffing levels and needs, scheduling and assigning tasks, monitoring work and performance, and recommending employee actions.

Experience-Related Requirements Over two years and up to and including four years.

Vocational/ Educational Preparation Requires Bachelor's degree in engineering or the hard sciences such as architecture, chemistry, geology, biology, mathematics, or physics or a Master's Degree in Liberal Arts or Business.

Mathematical Requirements Uses mathematics involving the practical application of percentages, ratios and proportions; or measurements, logarithmic, or geometric construction; may use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes.

Communications Requirements Reads professional literature and technical manuals; speaks to groups of employees, other public and private groups; writes manuals and complex reports.
