North Clackamas Parks & Recreation District (NCPRD) seeks a strategic and experienced maintenance professional to serve as the Parks and Facilities Maintenance Division Director. Under the direction of the NCPRD Director, this position is responsible for leading, planning, and managing all functions and operations of the Parks and Facilities Maintenance Division. Responsibilities include overseeing facility, parks, and natural area maintenance, capital improvements, strategic energy management, and contract administration.

This role serves as a key member of the NCPRD Executive Team. It plays a critical part in shaping the future of public spaces and recreational facilities that benefit more than 106,000 residents across a 27-square-mile area of north Clackamas County.

The Parks and Facilities Maintenance Division Director leads the strategic planning, coordination, and management of all maintenance and facility operations across NCPRD parks, buildings, and natural areas. This includes directing the maintenance and functioning of building systems such as electrical, plumbing, mechanical, and HVAC, and overseeing janitorial services, landscaping, fire/life safety systems, and utility management. The Director manages capital repair and improvement construction projects, ensuring they align with district goals, meet quality standards, are prioritized appropriately, and comply with local, state, and federal regulations. The role includes supervision of division managers and supervisors, performance evaluation, staff development, and promoting a safe and inclusive work environment. The Director develops and administers the division's annual budget, monitors revenues and expenditures, and ensures the efficient use of resources. They also negotiate and manage leases, vendor contracts, and service agreements; lead preventative maintenance, determine the priority of capital repair and replacement projects and safety initiatives; and collaborate with internal departments and external partners to support long-range planning and operational excellence.

The ideal candidate will be an effective leader with extensive experience in facility and park maintenance, asset management, capital project management, and team development. This individual will have a deep understanding of public sector operations, strong fiscal and operational management skills, and a collaborative approach to leadership. Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of seven (7) years of progressively responsible experience in facilities management, park maintenance, or a related field that would provide the required knowledge and skills to perform the responsibilities of this position.
    • A minimum of two (2) years of this experience must have been in a leadership or program management role with supervisory responsibilities
  • Experience managing teams, supervising professional and/or technical staff, and overseeing multiple operations or functional areas
  • Experience working with diverse communities and a commitment to equity and inclusion.
  • Experience with contract negotiation, vendor oversight, and construction project management
  • Demonstrated experience in budget development and administration
  • Knowledge of applicable building codes, safety regulations, and environmental standards
  • Strong communication, organizational, and interpersonal skills
  • Ability to work evenings, weekends, and holidays as needed

Preferred Special Qualifications/ Transferrable Skills:*

  • Professional certification in facilities management (e.g., IFMA, BOMA) or project management (e.g., PMP)
  • Experience working in a public agency or service-oriented organization
  • Experience managing parks, natural areas, or facilities related to parks or natural areas
  • Familiarity with asset management systems for public facilities and park infrastructure
  • Knowledge of environmental sustainability practices related to park development, open space preservation, and green infrastructure
  • Knowledge of sustainability and strategic energy management practices

Pre-Employment Requirements:

  • Must pass post-offer, pre-employment drug test
  • Must pass a criminal history check which may include national or state fingerprint records check
  • Driving is required for county business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment.
