Primary Purpose
Negotiate and administer interconnection and all other related contracts, obtain all regulatory approvals, and manage the contractual relationships with all current and future generators, transmission owners, municipalities and new load interconnections. Manage both the contracts and the relationship for all joint-owned transmission facilities. Serve as the major interface between ComEd, PECO and interconnected generation owners. Manage the PJM interface with respect to all interconnection issues. Drive to completion various assigned transmission projects as required to implement Transmission Operation & Planning's goals and objectives.
Note: Position may be required to work extended hours for coverage during storms and other Energy Delivery emergencies.
Primary Duties- Drive and coordinate all related activities (technical, legal, regulatory, financial) to ensure that a transmission interconnection project is successfully connected to the system. Manage the progress of assigned interconnection studies, develop initial cost estimates, and provide project management to ensure all regulatory requirements are met. Negotiate, manage, and mediate all interconnection contracts/agreements with existing generators, generator interconnection customers, transmission owners, RTOs, municipalities, distributed generators, and all other parties interconnected to the ComEd and PECO systems.
- The Principal Contract Specialist serves as the main interface person between ComEd, PECO and the interconnected generation owners. The Principal Contract Specialist interfaces with Operating, Engineering, Work Control and Maintenance for all regulatory, operational, technical, maintenance and administrative issues among the organizations. The Principal Contract Specialist also conducts meetings between the involved organizations to address/resolve issues and performs schedule review. Manage various Transmission projects as required to implement Transmission Operations & Planning's goals and objectives.
- Manage the contracts and the relationship with joint-owned transmission facility owners through representation on Administrative Committees that govern all contractual terms and conditions of the various joint-owned transmission facility agreements. Manage the budget, which includes both payments and revenues, and the proper allocation of funds between the joint owners. Represent ComEd and PECO's interests as directed to serve on pertinent PJM and industry committees to evaluate tariff filings, develop positions, and prepare responses.
- Represent ComEd's and PECO's interests as required when Regulators, such as the NRC, INPO, FERC and NERC request to interview the Transmission Operator for interconnected generating stations. Represent ComEd and PECO at quarterly meetings with Exelon Senior Management.
Job Scope
- Negotiate and manage the contractual terms for the physical addition of ComEd and PECO transmission interconnection assets of over $260 million dollars. Ensure that all studies are completed, cost estimates are accurately developed, and all regulatory project requirements are met. Negotiate, maintain, manage, and amend, as required, the (83) interconnection agreements with merchant generators, the (35) Exelon, Nuclear and Fossil Station agreements, and the (12) interconnection agreements with Midwest Generation. Review and approve the Interconnection Maintenance invoicing of and accounting for $900,000 to $1.8 million in annual revenue. This includes the client management for all related ComEd and PECO Transmission activity.
- Serve as the major interface between ComEd, PECO and Exelon Nuclear Generation. Arrange to provide services as requested by Nuclear Generation from ComEd and PECO Construction and Maintenance, Transmission and Substation, Asset Management, and Support Services. Interface between ComEd and PECO Technical Studies Group and Nuclear. Provide, as requested, technical information and support on electrical power equipment issues, such as troubleshooting, emerging degraded equipment conditions, and future electrical power equipment replacement and modifications.
- Communicate, negotiate, and influence PJM committee and stakeholder activities to select the most appropriate course of action in the development of tariff language and business rules that pertain to all PJM interconnection queues, processes, and procedures.
- Administer the (5) Joint-Owned Transmission Facility contracts. As a member of the Administrative Committees influence decision-making on issues to positively benefit Exelon. Manage the joint-owned facilities budget of $10 million in payments and $27 million in revenue. Ensure that both payments and revenues are properly allocated between the joint owners.
- Manage various transmission projects and contracts that may be needed to meet the goals and objectives of Transmission Operation and Planning, such as contracts that provide voltage support to the Transmission System, replace Black Start capability, and others.
- This job has high levels of interaction with interconnected generation owners, PJM, Exelon Legal, and ComEd/ PECO Project Management.
Minimum Qualifications
- Must have strong negotiation skills and possess a high customer focus. Demonstrated knowledge and understanding of tariffs, regulatory, and other related legal issues Proven leadership ability in a high performance culture Demonstrated ability to build consensus, establish trust, communicate effectively and foster culture change Demonstrated ability to develop and implement process enhancements and efficiencies including technology and performance Demonstrated business acumen, customer awareness and ability to create value Proven ability to work independently, as a team member and as a team leader including the ability to handle conflicting priorities in a multi task environment.
- Bachelor's Degree in Engineering or Business and 7-10 years of relevant work experience in the Energy Industry OR in lieu of a Bachelor's Degree, 9-12 years relevant experience is required.
