General Function

The City has one vacant Transportation Engineering Technician position in its Public Works & Utilities Department. Depending on the qualifications of the successful candidate, the position may be filled as an Engineering Technician II ($31.55 - $38.63 per hour) or an Engineering Technician III ($35.16 - $42.99 per hour). Once established, the register is valid for one year and future vacancies in Development or Utility Engineering will be filled using this register.

The salary includes longevity (1% earned after five years and increases to a maximum of 4% after 20 years).

Engineering Technician II:
Junior-level engineering position that performs office and field engineering tasks to support Engineering Division activities. May also assist with permitting, including working at the Engineering Permit counter. Collecting information for mapping infrastructure. Processing permit applications for right-of-way and utility permits, reviewing and approving construction plans and traffic control plans.

Engineering Technician III :
Mid-level engineering technician position that performs office and field engineering tasks to support engineering division activities. Creates drawings and maps using AutoCAD and GIS software, gathers field data using various survey equipment, inspects construction of utility (water, wastewater, storm water) infrastructure and right-of-way improvements, and collects and interpret traffic data.

Representative Essential Duties and Responsibilities

Engineering Technician II:
Researches and compiles information for use in planning and implementing engineering projects.

Field measures and drafts utility and street improvements into record drawings and GIS. With oversight, may perform inspections of utility and street construction projects. Ensures city and W.S.D.O.T. construction standards are enforced. Inspects and documents contractor's work and reports to the lead inspector, and/or the project engineer.

Assists in conducting field surveys. Operates various equipment providing survey support for design and construction.

Performs basic AutoCAD drafting to assist with design and construction of public works projects. Field measures and drafts utility and street improvements to create record drawings.

Performs miscellaneous office duties as assigned.

May assist the permit technician in processing and issuing right-of-way and utility permits by taking in applications, reviewing application materials and construction plans for completeness and adherence to City construction standards, issuing permits, and calculating fees.

Engineering Technician III :
Independently inspects and documents inspection of public works capital projects of moderate complexity. Confirms improvements are installed in compliance with contract documents. Maintains field data and perform calculations to establish pay quantities and coordinates with contractors on construction issues.

Communicates with the public in the field during construction projects to coordinate and resolve construction issues and concerns.

Independently performs mid-level drafting using current version of AutoCAD, to include field measurements, drafting for record drawings, and developing and updating standard plans and details.

Uses basic functions of ArcMap to create exhibits in GIS.

Provides customer service to support development review and permitting. Reviews and sells right-of-way and utility permits, provides information and maps, and writes enforcement letters.

Performs minor field surveys using an automatic level and GPS equipment.

Collects and interprets traffic data.

Qualifying Education and Experience (Minimum Requirements)

Engineering Technician II :
Any combination of education and experience equivalent to an Associate Degree in Engineering Technology. Two years of relevant work experience is equivalent to one year of school work.

A Valid Washington State driver's license is required.

Engineering Technician III :
Any combination of education and experience equivalent to an Associate Degree in Engineering Technology and two (2) years of relevant field or office experience.

A valid Washington State Drivers License is required.

Physical Requirements
  • Climbing. Ascending or descending ladders, stairs, scaffolding, ramps, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Stooping. Bending body downward and forward by bending spine at the waist.

  • Feeling. Perceiving attributes of objects, such as size, shape, temperature, or texture. [
  • Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.
  • Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently to move objects.
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; extensive reading; visual inspection involving small defects, and/or operation of machines; and/or using measurement devices.

Appraisal of Experience and Education/Training: At

education, training, and experience will be assessed. The passing score is 70%.

The top qualifying candidates will be invited to participate further in the

examination process. Meeting or exceeding qualifications does not guarantee the

applicant will be invited to participate in the oral examination process.

Oral Examination: A panel will evaluate the

applicants training, experience, and ability to perform the job. Placement on

the eligibility list is determined by weighted examination scores as follows:

Appraisal

Score 70% - Weight 40% Oral Examination - Passing Score 70% - Weight 60%

Applicants must achieve a score of 70% or

better on each portion of the exam in order to be placed on the hiring list.

Employee Preference: Regular City employees

applying for and passing an Open Examination will have seven point five (7.5)

percent of their PASSING score added to establish their final score.

Veteran's Preference: Veterans, who have passed

an examination, shall be entitled to preference pursuant to Chapter 41.04 RCW.

LEGAL and REGULATORY EMPLOYMENT CONDITIONS

Fair Labor Standards Act : The classification is non-exempt under the laws of Fair Labor Standards Act minimum wage and overtime provisions.

Representation : The classification is included in the bargaining unit pursuant to the Recognition Article of the current labor agreement between the City of Bremerton and the Teamsters Local 589.

Civil Service : The classification is excluded from the City's Civil Service System.

Appointment and Removal Authority: The position is filled by appointment by the Department Head. Removal is by action of the Department Head in conformance with Human Resources Policies.
