SUMMARY
Under general direction, this position supervises, leads, instructs, trains and assists subordinates to perform skilled and semi-skilled job assignments with minimal supervision. Regularly supervises personnel, and may assume duties of the Supervisor in his/her absence. This position will be required to work shifts including evenings, weekends, holidays, and during inclement weather as well as overtime as necessary by the department. This position is considered weather essential personnel.
ESSENTIAL RESPONSIBILITIES
- Maintains a working knowledge of the distribution system to successfully accomplish given work assignments in a timely manner.
- Supervises assigned employees and participates in their training, performance evaluations and disciplinary actions as appropriate.
- Trains subordinates in the proper use of time, materials, tools and equipment.
- Installs water taps and main extensions, performs bore jobs, repairs main breaks, replaces valves, fire hydrants and meters and meter boxes and performs other special projects as assigned,
- Performs quality assurance checks and inspections to ensure that workmanship meets expectations and standards.
- Receives and responds to work orders and follows instructions given orally and/or in writing.
- Issues instructions to the crew in a clear, concise and understandable manner.
- Effectively communicates with supervisors, subordinates, fellow employees and the general public.
- Controls, monitors and makes adjustments to work plans and assignments to achieve the desired final results for a specified project.
- Accounts for and maintains assigned tools, materials and equipment.
- Assists or temporarily acts as the Water Supervisor in his or her absence.
- Maintains safe working environment through compliance with occupational safety rules and practices, and the application of standard work zone traffic control procedures.
- Completes daily job reports and other reports as needed.
- Operates machinery, equipment or vehicles and instructs others in their safe and appropriate use.
- Performs manual work when needed to assist in the performance of various tasks.
- Takes 24-hour calls on a rotating schedule.
- Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS
Requires a High School Diploma or its equivalent (GED) and a minimum of one (1) year of experience in Utilities or a related field. Must be able to acquire a valid Texas Class A Driver's License (CDL) within one (1) year from date of hire. Must be able to pass a background check required by TCEQ. Must have the ability to obtain a TCEQ Class "D" Water License within a year from the date of hire. A TCEQ Class "C" Water Distribution License in waterworks desirable.
KNOWLEDGE, SKILLS, AND ABILITIES
- Ability to operate computers for data entry and word processing.
- Strong verbal and written communication skill.
- Ability to operate small office equipment, including copy machines or multi-line telephone systems.
- Knowledge of and ability to skillfully operate and occasionally repair drilling and tapping machines, jackhammers, backfill tampers, boring machines, threaders, pumps, power saws, measuring devices, heavy vehicles , miscellaneous hand tools, various size trucks, backhoe trailers, backhoes and trenchers, metal detectors and line locators and maps.
- Knowledge of water maintenance/repair methods and equipment.
- Knowledge of proper confined space entry and the use of recovery equipment and safety procedures.
- Knowledge of traffic control devices and their applications.

WORK ENVIRONMENT
The employee works in an outdoor environment in all types of weather conditions with heavy equipment and machinery that could result in bodily harm to co-workers or others. This employee deals with crisis situations that require me to make major decisions involving people, resources, and property. This position will be required to work shifts including evenings, weekends, holidays, and during inclement weather as well as overtime as necessary by the department. This position is considered weather essential personnel.
