**Job Description:**

**Parsons is looking for an amazingly talented Project Manager/Program Planning to join our team! In this role, you'll have the privilege of working on the premier Infrastructure project in the Country, as well as receive all of the benefits of working for Parsons! This Program is the most Urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark NJ and NYC.**

**Program background**

The Gateway Program is the most urgent infrastructure program in the country a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.

As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP)to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.

**Purpose of Role**

The Project Manager for Program Planning will report to and support the Senior Director of Program Planning. The role will be to assist with management of the day-to-day activities of the Program Planning work efforts, including but not limited to: FTA Compliance, NEPA Re-evaluations, Section 106 Compliance, and FEIS/ROD/Permitting Compliance.

**Key responsibilities:**

+ Assist with overseeing implementation of the day-to-day activities of the Delivery Partner Program Planning Scope of Work

+ Manage scope, schedule and budget of Program Planning deliverables

+ Track deliverables to ensure deadlines are met under an expedited project schedule

+ Perform detailed QA/QC of all deliverables

+ Ensure alignment and integration between all Program Planning activities

+ Proactively manage Program Planning interdependencies/interfaces across all HTP Contract Packages and stakeholders

+ Coordinate the Program Planning staff and provide coordination with technical team, program controls team, environmental compliance team, community outreach team, and other stakeholders.

+ Provide strategic planning and policy guidance to GDC leadership

+ Assist with updating GDCs existing Project Management Plan and Sub-Plans to ensure is consistency among the funding and governance agreements, operational requirements, project phasing, and to ensure compliance with Federal regulations and guidelines.

+ Support Monthly and Quarterly Federal reporting requirements

+ Must be willing to undertake a wide variety of tasks and activities, demonstrate flexibility and a desire for a wide range of project activities.

**Necessary qualifications and skills:**

+ Minimum 5-10 years in a similar Program Management role is preferred.

+ Bachelor's Degree Engineering or related technical/business field is preferred.

+ Writing skills able to write clearly, formally, and succinctly to respond to information requests.

+ Communication skills able to tailor communication approach to the task-at-hand.

+ Coordination skills able to manage multiple streams of work concurrently to meet expedited deadlines.

+ Knowledge and expertise in the rail/infrastructure industry.

+ Relevant technical qualification/certification for project portfolio/s.

+ Proven experience of successful execution of program delivery and/or program support on major infrastructure programs.

+ Tertiary qualifications in related (project management and/or construction related discipline), non-related degree or equivalent professional experience/apprenticeship, combined with a demonstrable intermediate level of role knowledge.

Salary Range: $108,700.00 - $190,200.00
