The Opportunity

WSDOT is seeking a strategic and dynamic leader to serve as the highest-level manager for the Maintenance Operations Program in the Southwest Region (SWR) Area 3. This vital position will oversee the stewardship of 485 lane miles of state highways, 3,200 acres of non-paved right-of-way, and the Dismal Nitch Safety Rest Area, spanning across Cowlitz, Lewis, Pacific, and Wahkiakum counties. Area 3 encompasses a diverse and environmentally sensitive region that includes the entrance to the Columbia River, two U.S. Fish & Wildlife Refuges, and the pristine Willapa Baythe cleanest estuary in the Lower 48. Given its strategic proximity to Oregon, this role also requires close coordination with the Oregon Department of Transportation (ODOT). In this role, you will manage, organize, and direct the activities and resources of Area 3 to meet maintenance and operations goals, ensuring WSDOT's assetsincluding roadways, facilities, the safety rest area, and fleetare maintained in good working order. The Superintendent leads response efforts to natural disasters, severe weather, emergencies, and construction impacts, while also promoting environmental stewardship of WSDOTs land holdings. This must champion WSDOTs core values, and serve as a driving force behind workforce development, resiliency, and equity and inclusion efforts.

What to Expect

Area 3s resources include a $5+ Million biennial budget, 30 employees, 485 lane miles of roadway, 1 Area Headquarters facility (Raymond), 2 Section facilities (Naselle, Cathlamet), 11 pit/stockpile sites and over 100 vehicles and/or pieces of equipment. Other resources include, winter deicer stockpiles 50,000 gallons of liquid deicer, 900 tons of solid chemical deicer. This position manages, coordinates and directs the activities and uses of resources to maintain and preserve the SWR.

Among the varied range of responsibilities held within this role, the Maintenance & Operations Superintendent will:

  • Direct two Maintenance Supervisors, one Office Manager in the scheduling and operations of the Area 3 office and maintenance staff.
  • Develop long-term requirements, including funding, fleet and staffing needs, program policies, support services and budget oversight for the Areas programs.
  • Manage the land holdings in an environmentally sound way, oversee Integrated Vegetation Management Plan, which has addressed legal mandates for WSDOT.
  • Oversee the implementation of policies and practices that support employee diversity, career development, training and recognition; administer WSDOT policies, labor contracts and work rules.
  • Assure coordination at the regional level with Program Management regarding project selection for inclusion in the Highway Construction Program.
  • Approve and sign for but not limited to requests for leave, payroll registers, travel vouchers, correspondence, stores orders, field orders, property transfers, inventory adjustment, petty cash requests, accident reports and invoice vouchers.
  • Develop, solicit bids for, award and administer contracts for region level maintenance/preservation projects, asphalt and aggregate procurement, equipment rentals and miscellaneous goods and services.
  • Conduct or attend department and interagency meetings, plans reviews, pre-construction conferences, public meeting and training, and coordinate work activities with federal, state, county, municipal and private entities.
  • Investigate public complaints and inquiries through personal contact, phone calls and written correspondence.
  • Represent WSDOT with the media and public officials.

Qualifications

To be considered for this opportunity, the following requirements are required :

  • Extensive road maintenance experience or experience as a highway contractor.
  • Significant experience in a supervisory role.
  • A strong background in and knowledge of roadway, tunnel and right-of-way maintenance and preservation.
  • Effective communication skill with the ability to communicate with staff, management, the public and policy makers.
  • A valid drivers license.
  • The ability to work at computer and telephone for long periods of time.
  • The ability to conduct field assessments.
  • The ability to take calls/manage and respond to emergencies 24/7.
  • A high school diploma, GED, or equivalent.
  • Advanced knowledge, understanding or be skilled at:
    • Snow and ice operations, pavement maintenance and repair, and traffic control operations
    • Highway drainage features and maintenance
    • Vegetation management for rights of way
    • Highway right of way construction and maintenance techniques and methodology
    • Emergency management
    • Procurement and supply, budget processes, management, and strategic planning
    • Union contracts and collective bargaining procedures, permitting processes for utility projects
    • ESA regulations, development and inter local agency projects, applicable RCWS, WACs, and emergency procedures
    • Managing multiple competing priorities

It is preferred that qualified candidates also have:

  • Management of large workforces, including management experience supervising multiple supervisors at multiple duty stations with multiple shifts
  • Experience in the development and management of complex budgets.
  • NIMS ICS 100, 200 and 700 certifications.

  • The salary range listed includes the legislative approved general wage increase of 3%, effective on July 1, 2025.
