DISTINGUISHING FEATURES OF THE CLASS:

This is routine technical work involving responsibility for performing field survey and for drafting plans and making elementary engineering computations. ln addition, an employee in this class inspects work in progress to determine conformity with plans and specifications. The work is performed under direct supervision of a higher level Engineering Technician, in accordance with established procedures. Technical supervision may occasionally be exercised over construction employees. Does related work, as required.

TYPICAL WORK ACTIVITIES:

ENGINEERING DUTIES:

Prepares surveys, elevations, grades, and utility layouts as required.

GIS DUTIES:

Assists in the design, development, and maintenance of the geographical information system and the Towns repository of data;

Performs quality assurance/quality control procedures for geographical information system and engineering data.

OVERLAPPING ENGINEERING & GIS DUTIES

Inspects, inventories, and collects data of existing infrastructure to include, but not limited to, water utilities, sanitary sewer, storm sewer, highways, pavement markings, culverts, guiderail, traffic control devices, via visual observation, survey, or global positioning system;

Inputs and maintains asset management information through the use of spreadsheets, databases, and geographic information systems;

Reviews and maintains as-built drawing files, project inspection reports, material submittals, and performs various routine clerical work;

Prepares analysis of data in support of Town projects and programs;

Responds to requests for digital data, electronic and hard copy maps, and the production of custom drawings, maps, and databases;

Communicates with a variety of Town departments and outside organizations to coordinate activities, exchange information, and resolve questions and/or concerns.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

Good knowledge of field survey techniques and methods, including global positioning systems;

Good knowledge of the principles and practices of data collection and editing, including data quality control and quality assurance;

Good knowledge of computers, including word processing, spreadsheets, databases, and ArcGIS-based software;

Ability to assess and document needs; ability to read maps and drawings; ability to interpret specifications; ability to use mathematical calculations;

Ability to carry out written and oral instructions; ability to communicate and get along with co-workers, partners, consultants, contractors, and the public, serving as an intermediary between technical and non-technical folk; organized, thorough, and dependable.

MINIMUM QUALIFICATIONS:

GIS experience preferred. None required if possess a bachelors degree in engineering, engineering technology, land surveying, geographical information systems, or related field. Two years of full time paid experience involving geographical information systems, engineering field survey, drafting, or related work if possess an associates degree in engineering, engineering technology, land surveying, geographical information systems, or related field.

SPECIAL REQUIREMENT FOR APPOINTMENT AND CONTINUED EMPLOYMENT:

Possession of a valid NYS Driver's License.
