The Position

East Bay Municipal Utility District (EBMUD) is currently recruiting for Construction & Maintenance Superintendents (CMS). These are outstanding opportunities for qualified individuals who possess excellent leadership skills, solid technical knowledge, and outstanding communication skills. The CMS plans, organizes, coordinates, and/or directs the major construction, maintenance and repair of underground water pipelines, or paving on a geographic or EBMUD-wide basis. Successful CMSs effectively plan and coordinate multiple short-to-long-term projects and work crews with competing resource demands. There is currently one CMS opening in DMC.

Maintain a well-disciplined, highly functional work team by:

Participating in the hiring process from initiating a request to fill one or more vacancies, to providing written justification of selection(s).

Resolving operational and personnel matters by consistently applying sections of the applicable union Memorandum of Understanding (MOU), Civil Service regulations, and EBMUD policies and procedures.

Correcting poor job performance by meeting with employee(s), preparing written documentation, and/or attending various personnel hearings.

The salary range is $15,071 per month increasing to $15,825, $16,616, and $17,447 after 6, 18, and 30 months, respectively.

Requirements

1.A high school diploma, or its equivalent; AND

2a.Three (3) years* of field supervisory experience** in the installation, maintenance, or repair of underground pipelines and distribution systems or street pavement equivalent to EBMUDs Maintenance Shift Supervisor, General Pipe Supervisor, Pipeline Welding Supervisor, or Assistant Construction and Maintenance Superintendent classes; or,

2b. Four (4) years* of experience** in the engineering design, construction inspection, or construction contract administration of underground pipelines and distribution systems equivalent to EBMUDs Construction Inspector, or Senior or Supervising Construction Inspector classes; or Assistant, Associate, or Senior Engineer classes; or,

2c. Four (4) years* of experience** in construction project planning that included estimating and scheduling of equipment, material, and labor for multiple underground pipeline and distribution system installations, repair, or maintenance projects at the level of an EBMUD Assistant, Associate, or Senior Engineer, or Construction and Maintenance Scheduler.

2d. Four (4) years* of experience** directing the installation, maintenance, or repair of water distribution pipelines or street pavement equivalent to the EBMUD Water Distribution Crew Foreman or Paving Crew Foreman classes.

*For qualifying paths 2a, 2b, 2c, and 2d above, years of experience may be combined as an equivalent combination. To meet the equivalent combination of experience, the path with the highest number of years in the combination is the threshold.

**An associate degree or bachelors degree in a related field may be substituted for one year of experience under any of the qualifying paths.

Equivalent combinations of education and experience may be considered. License, Certificate, or Credential

Must possess a valid California drivers license and have a satisfactory driving record. Must possess a valid California State Water Resources Control Board (State Water Board) certificate as a D1 operator within 12 months of appointment to the position. Incumbents must meet State Water Board continuing education requirements to renew certifications.

Other Requirements

Must possess the physical characteristics to perform the critical and important duties of the job. Must be willing to work outdoors in a variety of weather conditions. Must be available for regularly scheduled on-call standby and willing to work irregular hours outside of the regular work schedule as needed.

The Selection Process

1.Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, June 27, 2025. Only application materials submitted online during the filing period will be accepted.

2.Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3.All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview and work sample project tentatively scheduled for July 2025.

4.Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancies, as well as others occurring over the next 12 to 24 months.

5.The probation period for this position is: 12 months. For those holding civil service status the probation period is 6 months.

6.All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
