The Opportunity

WSDOT is seeking an experienced and motivated Transportation Engineer to lead quality assurance and verification efforts on complex construction projects. This position will support WSDOTs mission to provide safe, reliable, and cost-effective transportation options by supervising a team of engineers and technicians on both design-build and design-bid-build construction projects. The successful candidate will apply advanced engineering principles to monitor project performance, ensure contract compliance, and resolve construction challenges, while also providing leadership, mentorship, and coordination with contractors, consultants, local agencies, and the public. What to Expect

This position performs field work outdoors in inclement weather on construction sites in daytime or nighttime. Exposure to hazards include those commonly found along a state highway environment, such as noise; limited visibility; air quality hazards such as exhaust; proximity to high-volume, high-speed traffic; heavy construction equipment, materials, chemicals, and products; proximity to creeks and bodies of water.

Among the varied range of responsibilities held within this role, the Field Engineer will:

  • Perform Design-Build Quality Verification (QV) for construction and design.
  • Supervise and guide QV inspectors and technicians in inspection procedures, materials documentation, contract interpretation and quality audit preparation/execution.
  • Review Design Builder Quality Organization's construction documentation and inspection/testing procedures.
  • Ensure compliance with the established Quality Management Plan.
  • Investigate construction problems including researching to understand/implement the appropriate manuals, policies, and contract documents.
  • Escalate construction problems to supervisor as appropriate after using all available resources to research and develop a potential resolution to the issue.
  • Evaluate Design-Builder solutions and provides recommendations in accordance with contract requirements.
  • Monitor construction activities for compliance with public safety requirements.
  • Be responsible for planning and scheduling staff work activities and ensuring that contract requirements are met.
  • Serve as a Design-Bid-Build Field Engineer.

Qualifications

To be considered for this opportunity, the following competencies are required :

  • Engineering Knowledge: Proficient understanding of engineering principles, methods, and practices as they relate to transportation systems and infrastructure.
  • Construction & Contract Administration: Working knowledge of construction practices, procedures, and contract administration, including familiarity with contractor/owner relationships and fundamental contract law.
  • Communication Skills: Ability to communicate technical and non-technical information clearly and professionally to a variety of audiences, both in writing and verbally, using tools such as email, phone, video conferencing, and other virtual platforms.
  • Independent & Collaborative Work: Demonstrated ability to effectively manage workload, prioritize multiple tasks, and work independently, while also contributing positively within a team setting.
  • Licensing & Certification: A valid and unrestricted drivers license and Certification as a Certified General Inspector within six (6) months of appointment and subsequent Division Certification as assigned to the position.
  • Skills & Abilities: Ability to transport, move, and manipulate various types of equipment weighing up to 35 pounds. And the ability to traverse rough, steep, and uneven terrain; performing duties low to the ground or at ground level; standing for extended periods of time.

It is preferred that qualified candidates also have:

  • Demonstrated leadership competencies to lead and supervise a diverse workforce; with across boundaries; build and maintain effective teams; coach, mentor, and train; and encourage employee engagement.
  • Skills to manage and deliver multiple projects involving a variety of resources, support groups and other agencies.
  • Skills to perform and check engineering calculations.
  • Proven skills to examine, develop and propose alternate solutions to complex elements of a project.
  • Proven skills in planning, scheduling, and tracking the activities of tasks.
  • Experience in reviewing engineering plans and specifications for compliance with established standards.
  • Proven skills of researching and interpreting contract provisions, plans, drawings, and details.
  • Successful completion of the Entry Management Core Program (ED&TD, AA).
  • A bachelors degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation or a closely related field.

  • The salary range listed includes the legislative approved general wage increase of 3%, effective on July 1, 2025.
  • Travel is an expectation of this position and may be required on a regular, sporadic, or as needed basis. Travel is typically to and from construction sites, utilizing an assigned state vehicle, to meet with internal and external stakeholders; and occasional travel to other office locations to attend meetings or training. Overnight travel is required.
  • This position offers flexible/hybrid remote work options.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
