The City of Gresham has an opening for a Senior Code Compliance Inspector or a Code Compliance Inspector (depending on qualifications).

The Senior Code Compliance Inspector independently manages complex code compliance cases working closely with Gresham Police Department and Homeless Services. The Senior Code Compliance Inspector is distinguished from the Code Compliance Inspector due to the sensitive, police-involved nature of the cases assigned and the higher degree of independent case management including an advanced level of knowledge and experience, independent judgment, and decision-making. Salary range is: $79,870 - $101,987.

The Code Compliance Inspector manages the enforcement process for a variety of code cases within an assigned geographic area of the City, inspecting vehicles and properties, sending notices, and working with property owners and other stakeholders to ensure compliance with City code. Salary range is: $69,132 - $87,438 .

Code Compliance staff work in the field and with the public to achieve compliance with City codes and improve community livability.

Senior Code Compliance Inspector

The Senior Code Compliance Inspector position is the senior level position in the Code Compliance Inspector series. The Senior Code Compliance Inspector manages police-involved code compliance cases, working closely with police, homeless services, and other city staff in complex field scenarios to bring problem properties into compliance through a cross-departmental approach. The Senior Code Compliance Inspector independently manages complex code cases including issuance of civil penalties and abatement of violations when necessary.

The Senior Code Compliance Inspector reports to the Compliance Supervisor and collaborates daily with law enforcement and staff in the code, homeless services, and rental housing teams.

Code Compliance Inspector

The Code Compliance Inspector works with residents, businesses, and property owners to ensure compliance with City code including general nuisance code, land use and development code, building and property maintenance code. The Code Compliance Inspector works independently in the field to inspect vehicles and properties in response to requests from the public.

The Code Compliance Inspector reports to the Compliance Supervisor and collaborates often with staff in the code, homeless services, and rental housing teams.

What you will get to do:

Senior Code Compliance Inspector investigates and manages cases concerning police-involved or homeless services related code violations. The key responsibilities are:

  1. Managing the most advanced and specialized code cases, often collaborating with Gresham Police, other outside law enforcement or other agencies to resolve complex livability issues that include criminal activity.
  2. Managing code cases involving homelessness and unauthorized camping including on private property and vehicle cases. Frequently collaborates with homeless services staff to ensure people in need are offered services while also working toward compliance with City code through enforcement.
  3. Managing business license inspections required by City Code including marijuana businesses and massage businesses including training relevant to those businesses and collaboration with police as needed.
  4. The Senior Code Inspector must make sound decisions in dynamic situations which can include unsafe conditions, criminal activity/police involvement, mental health concerns, and escalation.

The Senior Code Inspector must be comfortable asserting authority and know when to be flexible to achieve goals of code compliance process.

Code Compliance Inspector manages code compliance cases resulting from citizen reports of code violations. The key responsibilities are:

  1. Managing abandoned vehicle cases -responding to citizen complaints and referrals on abandoned vehicles, writing citations, tagging vehicles for impound and scheduling vehicles for tow.
  2. Managing property cases - communicating with reporting parties and property owners throughout the process to achieve an efficient resolution to the violations.
  3. Working independently and as a subject-matter expert to provide help, advice, and resolution to internal and external customers regarding complex code enforcement issues.

MINIMUM QUALIFICATIONS:

Senior Code Compliance Inspector:

  • An Associate's degree
  • Three (3) to six (6) years of experience in in code or regulation compliance, law enforcement, investigation, city planning or related field

Any combination of five (5) to eight (8) years of qualifying education, training and experience which provides the required knowledge, skills, and abilities will be considered.

Code Compliance Inspector:

  • An Associate's degree
  • One(1) to three (3) years of experience in code or regulation compliance, law enforcement, investigation, city planning or related field.

Any combination of three (3) to six (6) years of qualifying education, training and experience which provides the required knowledge, skills, and abilities will be considered.

Additional Requirements:

  • Valid drivers license
  • Good driving record (based on our driving matrix described below)
  • Physical ability to perform the essential functions of the job with or without reasonable accommodation

Preferred Qualifications:

DRIVING MATRIX: You will be disqualified from this process if you possess any of the following driving infractions:

  • A major traffic offense or accident (where fault was established as yours) that results in death or major injury.
  • Driving under the influence (DUI) offense within the last 5 years.
  • Have more than 3 moving violations within a 3-year period or more than 2 within a one-year period.
  • Have more than 2 accidents (where fault was established as yours) within a 3-year period
