The Opportunity
We are seeking a Construction Manager to join our Canada Gas Projects Construction Services team in North Bay, Ontario. In this role, you will oversee field-based construction crews responsible for executing Integrity Projects across Eastern Canada.
Reporting to the Manager of Construction Services East, this position leads and develops a strong, competent, proactive, and engaged construction team.

Functional Role Overview:
The Construction Manager role is responsible for representing TC Energy interests in the field. This includes field progress monitoring/reporting, establishing inspection resources, and delivering in accordance with our standards and specifications. This role is field-based and provides critical safety leadership to the team.
What youll do
Leadership & Management
- Foster a workplace culture that encourages innovation, ongoing improvement, and high standards

- Conduct performance reviews and provide constructive feedback
- Identify opportunities for cross-training to enhance team capabilities and individual growth
- Develop and oversee daily and weekly work schedules for teams of 7-10 field personnel
- Oversee administrative functions including timesheet approval, permit management, expense reporting, and logistical planning
- Drive improvements in cost control, quality, safety standards, compliance, and customer satisfaction
- Support budget planning and personnel evaluations
- Contribute to department goals and lead implementation efforts within assigned areas
Project Execution
- Oversee all technical aspects of pipeline maintenance projects, including integrity digs, tethers, Launcher/Receivers, class location upgrades, hydrostatic testing, and other critical infrastructure maintenance activities.
- Direct technical aspects of pipeline maintenance project work not limited to but including specialized procedures for integrity digs, tethers, casing projects, class upgrades, hydrostatic testing, etc
- Coordinate field construction activities and provide timely updates to support the Project Manager in successfully planning and executing the project
- Monitor construction operations, adherence to plans and identify when corrective actions are required
- Address non-conformance issues through established reporting and resolution processes
- Optimize resource allocation for maximum efficiency
- Balance productivity with appropriate overtime management
- Oversee third-party contractors from planning through execution, and on-site supervision
- Verify contractor construction protocols align with the overall project scope requirements
- Review contractor invoicing and progress documentation
- Assess and manage project risks while collaborating with Project Manager and stakeholders to address issues and maintain project timelines
- Implement cost-saving strategies while maintaining safety and reliability standards
- Work closely with landowners, public officials, emergency responders and community stakeholders
- Represent the company professionally to maintain a positive public image in operational communities
Safety & Compliance
- Ensure adherence to regulations, TC Energys Standards, Operating Procedures and Company policies, and industry standards
- Exercise stop work authority when unsafe conditions are identified
- Report incidents according to established protocols
- Lead safety meetings and support regulatory compliance activities
- Verify contractor safety plans align with company requirements
Minimum Qualifications
- 10+ years of directly related Construction Management/Chief Inspector experience with Pipeline Integrity and/or Mainline projects.
- Demonstrated leadership, coaching and motivational skills within a construction environment.
- Ability to read design drawings to assess construction requirements
- Computer skills including ability to generate progress reports using Microsoft suite of tools (Outlook, Word, Excel, PowerPoint, Visio, Project, etc.)
- High School Diploma or GED
- Valid API 1169 Pipeline Inspector Essentials Certification.
Preferred Qualifications
- Bilingual (English & French).
- Valid API 1184 Pipeline Facility Construction Inspector Certification.
- Technical trades certification
- Proven time management, organizational and planning skills.
- Demonstrated ability to manage conflict.
- Knowledge and understanding of construction practices with respect to natural gas pipeline and facility projects.
- Adaptability in a fast-paced environment with competing priorities and challenges.
- Natural Gas pipeline and facility construction, commissioning, and operation experience.
- Familiarity with TC Energy Operating Procedures (TOPs) that pertain to construction and operating activities.
This position requires candidates to:
- The regular work schedule will be 9 & 5. Occasional deviation from this schedule may be required.
- Have and maintain a valid G class drivers license and provide a drivers abstract for review.
- Successfully complete a pre-employment medical screening, to include drug and alcohol testing.
- Stay overnight away from home base (estimated up to 90% of work schedule).
