Position Description

Develop, coordinate, and guide the implementation of safety and health processes and programs relative to organizational strategy, human performance, employee programs and organizational learning in conjunction with the Corporate Safety Department.

Provide leadership and direct management of Corporate Safety Staff, including day-to-day oversight, performance management, coaching, and professional development. Ensure alignment of team activities with corporate safety strategy and operational goals. Guide the Corporate Safety Department in all aspects of safety program planning, development, and implementation, supporting all UNS operating units.

This position is responsible for the effective application of organizational change management strategies and communication endeavors in support of Human & Organizational Performance (HOP) projects and initiatives, Organizational Learning and broader level corporate strategies, goals, and objectives.

Provide technical expertise on safety and operational matters. Address technical inquiries related to safety and work practices. Assist UNS operating units in addressing safety concerns. Provide training and education to improve processes, policies, and work-practices.

Position-Related Responsibilities

Support the Corporate Safety Director in strategic planning, operational oversight, and execution of corporate safety initiatives. Act as a key advisor and thought partner, contributing to the development and implementation of safety strategies that align with organizational goals. Assist in preparing executive-level reports, presentations, and communications related to safety performance, initiatives, and compliance. Represent the Director in meetings and cross-functional collaborations as needed, ensuring continuity of leadership and decision-making. Provide regular updates on team performance, project progress, and emerging safety trends or risks. Facilitate alignment between the Corporate Safety Department and operating unit safety teams, ensuring consistent application of safety standards and practices across the organization. Lead special projects and initiatives on behalf of the Director, ensuring timely execution and measurable outcomes. Develop and implement comprehensive UNS Safety Program elements in alignment with UNS Corporate and Fortis strategy. (Programs, policies, procedures, guidelines, etc.)

Serve in the lead role to develop, integrate and champion the comprehensive UNS Safety Strategy focusing on Human & Organizational Performance and building safety capacity, in alignment with Fortis Operating Group strategies, including, but not limited to the following elements:

Safety Classification & Learning Model (SCLM)

High Energy Control Programs

Serious Injury & Fatality Prevention program (SIF)

Leading Indicator program (LI)

Hierarchy of Controls Assessment (HOCA)

Safety Performance Measurement

Support organizational learning activities to promote learning and collaborative problem-solving, including:

Assist with incident investigations as required

Facilitation of Learning Teams

Support Safeguards Program activities

Provide technical support to ensure safe work practices

Coordinate audits of health and safety programs within the organization to drive safety culture and identify safety program improvements.

Interact with operational leadership, company safety professionals and field personnel to help guide and coordinate safety activities.

Ensure compliance with all applicable local, state, and federal laws, regulations and standards concerning safety and health, as well as applicable standards set forth by the Arizona Corporation Commission (ACC).

Assist with the professional development of the UNS Safety Team.

Provide safety and health consultation services to employees and leadership.

Serve as a technical consultant to departments, providing subject-matter expertise on operations and systems as it relates to safety.

Provide responsive feedback to employees and leadership for safety related issues.

Represent Corporate Safety Department on various company and industry committees to ensure that favorable associations continue. Disseminates appropriate information resulting from committee conclusions.

Address inquiries from industry trade associations, and utilities (including FORTIS companies) regarding safe work practices and benchmarking.

Monitor existing and proposed changes in health and safety regulations.

Monitor literature from federal, state, and local areas that affect the utility industry.

Will collaborate on cross-functional teams on safety and health related efforts that serve the entire UNS and Fortis organizations.

Have primary responsibility for developing and managing large strategic projects and act as the project manager.

Supervise Corporate Safety Department employees.

Provide guidance and coaching of Unit Safety Department employees in partnership with business area safety leadership.

Support the Safety Director by ensuring continuity of safety leadership and oversight as necessary.

Perform other duties as assigned.

This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures

Management Responsibilities

Provide leadership and management of Corporate Safety Staff, including:

Day-to-day supervision and coordination of team activities

Setting clear performance expectations and conducting regular performance evaluations

Fostering a collaborative and high-performing team culture

Ensuring alignment of staff efforts with corporate safety goals and initiatives

  • Ensure that the Companys management principles, policies and programs are consistently practiced and continually support the Affirmative Action Plan.
  • Assume fiduciary responsibility for operating the business and provide recommendations on cost improvement measures.
  • Ensure that the Performance Management program is administered uniformly and effectively.
  • Comply with and administer the terms and conditions of the Collective Bargaining Agreement when applicable.

Administers personnel functions, including recruiting, review and approval of job descriptions and salary classifications, and selection and placement of personnel. Participates in hiring, termination, promoting, assignment and direction of staff.

Ensure compliance with all applicable local, state and federal laws, regulations and standards, company policies, practices and ethical obligations to investigate, evaluate and recommend appropriate resolution to employee complaints.

Promotes and participates in the professional development, personal growth and career planning of staff. Motivate, recognize and reward, coach, counsel, train; provide feedback to employees during performance reviews. Participates in Leadership Development programs.

Addresses disciplinary and/or performance issues, according to company policy, and communicates effectively with employees regarding corrective action. Has input into the adjustment of grievances and administration of discipline.

Plans day-to-day operations, estimates personnel needs and schedules and assigns work. Evaluate the structure and team plan for continual improvement of the efficiency and effectiveness of the group.

This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Knowledge, Skills & Abilities

(Equivalent combination of education and experience will be considered.)

Minimum Qualifications:

Bachelors degree in Safety, Industrial Hygiene, or related field, or at least four years equivalent work experience.

Demonstrated ability to supervise and lead others directly and indirectly.

Demonstrated knowledge of OSHA, MSHA, NFPA, ANSI, ACC, NESC, NEC regulations, standards, and best practices.

Demonstrated technical expertise in utility operations, systems and processes

Demonstrated ability to actively listen communicate effectively with diverse groups across functional lines.

Must have high level of interpersonal skills to handle sensitive and confidential situations. Position continually requires demonstrated poise, tact, and diplomacy.

Proficient in the use of personal computer applications, including but not limited to, Microsoft Excel, Word, PowerPoint, and Outlook.

Ability to oversee and assure that all activities are performed in a manner which optimizes costs and efficiencies for the organization.

Demonstrated ability to present to large groups of employees.

Ability to think strategically and develop, long-term plans to improve overall safety outcomes.

Demonstrated ability to lead and develop high-performing teams, including setting goals, providing feedback, and supporting career development.

Ability to foster a collaborative, inclusive, and accountable team culture aligned with organizational values.

Preferred Qualifications:

Three to five years of safety supervisory experience.

Certified Utility Safety Professional (CUSP) preferred.

Experience in leading complex projects with multiple stakeholder groups.

Demonstrated technical expertise in UNS operations, systems and processes, with a deep understanding of and alignment with companys culture and values.

Demonstrated experience applying the principles of Human Performance to improving safety in a heavy industrial environment.

Demonstrated ability to analyze complex incidents and assist with identification of causal factors and effective solutions for unsafe conditions, procedures, processes, etc.

Experience managing safety department staff, including performance management, coaching, and day-to-day leadership.

Proven success in mentoring and developing safety professionals across multiple disciplines.
