The Opportunity
WSDOT is currently seeking a skilled Property and Acquisition Specialist 6 to serve as the Property Management Supervisor in Vancouver, WA. As Property Management Supervisor, this position trains, mentors, and supervises the property management staff for the Southwest Region Real Estate Services (RES) office. This position is highly technical, requiring knowledge of Federal and State regulations and laws. The supervisor is relied upon as the subject matter expert and is responsible for compliance to ensure federal funding for projects is not jeopardized. This position provides technical and policy recommendations to the Real Estate Service Manager (RESM) in areas such as budgeting, personnel, project assignments, demolition of improvements, and evaluation of employees. This function is a key element of the Right of Way (RW) Certification process that is required for WSDOT projects to be advertised for construction.

What to Expect
Among the varied range of responsibilities held within this role, the Property Management Supervisor will:
- Supervise staff tasked with the development, coordination, and monitoring of region Property Management activities.
- Provide technical support and advice to multimodal offices that have real property needs.
- Perform inventory audits. Create and maintain electronic files and contracting for Hazmat removal and demolition.
- Plan, prioritize, assign, and review the work of assigned staff.
- Ensure staff perform assigned job duties timely, accurately, and within established guidelines and communicated expectations.
- Adjust assignments and schedules to maintain adequate staffing levels.
- Coach and mentor employees, assess training needs, provide training and staff development.
- Interview, evaluate, and select candidates for employment and promotional opportunities.
- Observe and document performance concerns.
- Ensure proper application of all Collective Bargaining Agreements, and all federal and state employee/labor laws.
- Advise public and external stakeholders.
- Review, approves, and/or reject tax assessments.
- Independently complete complicated real estate transactions.
- Advise executives with recommendations.
Qualifications
To be considered for this opportunity, the following are required :
- Bachelors degree involving major study in business or public administration, real estate, economics, accounting, natural resource management, or related field.
AND
- Three (3) of experience in real property appraising, property negotiations, public property management, or selling, leasing, or buying real estate.
OR
- Associate degree in business or public administration, real estate, economics, accounting, natural resource management, or related field.
AND
- Six (6) years of experience in real estate related fields (at least four (4) years in acquisition, relocation, and property management activities on public property or for a governmental agency)
OR
- One year of experience as a Property and Acquisition Specialist 5.
OR
- One (1) year of experience as a Property and Acquisition Specialist 4 (or its equivalent) with a minimum of two (2) years of experience providing acquisition, relocation, and property management activities on a public property or for a governmental agency.
OR
- Two (2) years of experience as a Property and Acquisition Specialist 3 (or its equivalent) with a minimum of two (2) years of experience providing acquisition, relocation, and property management activities on a public property or for a governmental agency.
In addition to the above, the following is required:
- Possession of an unrestricted valid drivers license to legally operate vehicles in Washington State.
- Possession of a Washington state Notary Public; or obtain within six (6) months of appointment.
- Demonstrated leadership competencies to lead and supervise a diverse workforce; with across boundaries; build and maintain effective teams; coach, mentor, and train; and encourage employee engagement.
- Proficient use of computers and computer software (including, but not limited to Microsoft Word, Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, FileMaker Pro, Adobe, web etc.)
- Written, verbal, and presentation skills to communicate information effectively and professionally to a diverse audience, including those with non-technical backgrounds, both virtually and in-person, using a variety of electronic media, including, but not limited to telephones, email, text, video conferencing, and computer conferencing.
It is preferred that qualified candidates also have:
- Knowledge of Federal regulations (49 CFR, Part 24), the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, Revised Code of Washington (RCW) and Washington Administrative Code (WAC) relating to acquisition and condemnation of real property and property rights, WSDOT Right of Way Manual.
- Working knowledge of Real Estate Law, including title and eminent domain.
- Knowledge of WSDOT applications (including, but not limited to ProjectWise, SR View, ECM, IRIS, etc.), WSDOT and local agency web sites.
- Proven skills in resolving complex real estate issues.

- The salary range listed includes the legislative approved general wage increase of 3%, effective on July 1, 2025.
